Minutes of Proceedings
It was agreed, — That the ninth report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your Subcommittee met on Tuesday, January 31, 2017, to consider the business of the Committee and agreed to make the following recommendations:
1. That the Committee’s study on the 2011 LGBTQ Refugee Pilot Project consist of three (3) meetings, with one hour on February 8, 2017, dedicated to departmental officials, one and a half (1.5) meetings on February 13 and 15, 2017, dedicated to witnesses, and one (1) meeting on March 22, 2017 dedicated to the draft report.
2. That the Committee’s study on the immigration consultants consist of four (4) meetings, with one hour on February 8, 2017, dedicated to departmental officials, two and a half (2.5) meetings on March 6, 8 and 20, 2017, dedicated to witnesses, and one (1) meeting on April 10, 2017, dedicated to the draft report.
3. That deadline for names of witnesses on the 2011 LGBTQ Refugee Pilot Project study be February 3 at 5:00 p.m., and that the witnesses be scheduled following the standard practice of the Committee – three (3) witnesses per one (1) hour panel, divided proportionally amongst the parties. The witness allotment would consist of five (5) witnesses for the Liberal Party, three (3) witnesses for the Conservative Party, and one (1) witness for the New Democratic Party.
4. That deadline for names of witnesses on the immigration consultants study be February 16 at 5:00 p.m., and that the witnesses be scheduled following the standard practice of the Committee – three (3) witnesses per one (1) hour panel, divided proportionally amongst the parties. The witness allotment would consist of nine (9) witnesses for the Liberal Party, four (4) witnesses for the Conservative Party, and two (2) witnesses for the New Democratic Party.
5. That consideration of the draft report on the modernization of client service delivery take place on February 22, 2017.
6. That consideration of the draft report on family reunification take place on February 6, 2017.
7. That the Committee’s study on M-39: Immigration to Atlantic Canada consist of six (6) meetings, with one (1) meeting dedicated to departmental officials, four (4) meetings dedicated to witnesses, and one (1) meeting dedicated to the draft report.
8. That the Committee hear from departmental officials on M-39: Immigration to Atlantic Canada on April 12, 2017.
9. That a draft work plan for Committee travel to the four Atlantic provinces during the first week of May, 2017, be circulated for the Committee’s consideration on February 3, 2017.
10. That the Chair be authorized to send a letter to the Department of Citizenship and Immigration, requesting a response as to the timeliness and fulsomeness of written responses received thus far from the department.
11. That the Committee hold an informal meeting with Members of the European Parliament LIBE Committee on February 21, 2017, from 3:30-5:00 p.m.
At 3:32 p.m., pursuant to Standing Order 115(5), the sitting was suspended.
At 4:28 p.m., the sitting resumed in public.
David Arnold made a statement and, with the other witnesses, answered questions.
At 5:17 p.m., the Committee adjourned to the call of the Chair.
