The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:46 a.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

Acting Members present: Hon. Ron Cannan for Larry Maguire, Andrew Cash for Jinny Jogindera Sims, Jonathan Tremblay for Sadia Groguhé and Bob Zimmer for Scott Armstrong.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Isabelle Lafontaine-Émond, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Tuesday, April 8, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee begin a new study and that this study be entitled “Better Jobs for Canadians: A Study on the Renewal of the Labour Market Development Agreements (LMDA)”;

2. That the study focus on hearing from stakeholders on ways to improve the LMDAs, including through increased engagement with employers and workers, on increased employer investment in training and better employment outcomes from training;

3. That the Committee begin this new study with an appearance from the Minister of Employment and Social Development, and, following that, a briefing from department officials, and that these appearances be televised;

4. That at least eight meetings be scheduled for this study before the summer adjournment, provided that business referred to the Committee by the House such as Government legislation, Private Members' Bills or Estimates will take precedence in scheduling over this study;

5. That the amount for the 2014 Centennial Flame Research Award be set at $5, 500, that the deadline for submitting an application be set at Monday, June 2, 2014; that a press release be published on the Committee Web site and that the Chair and the Clerk be authorized to employ means in order to publicize the Award;

6. That the Committee meet on Thursday, June 19, 2014, to plan future business.

 

Rodger Cuzner moved, — That the Committee hold televised hearings on the problems with the Temporary Foreign Workers Program, and that the witness list include, but not be limited to: the Minister of Employment and Social Development, Sandy Nelson and Shaunna Jennison-Yung.

Debate arose thereon.

 

On motion of Cathy McLeod, it was agreed, — That the Committee proceed to sit in camera.

 

At 8:49 a.m., the sitting was suspended.

At 8:50 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of opportunities for aboriginal persons in the workforce.
 

At 10:20 a.m., the Committee adjourned to the call of the Chair.
