The Standing Committee on Environment and Sustainable Development met at 3:33 p.m. this day, in Room 306, The Valour Building, the Vice-Chair, François Choquette, presiding.

 

Members of the Committee present: Stella Ambler, Dennis Bevington, François Choquette, Mylène Freeman, Hon. John McKay, Lawrence Toet and Stephen Woodworth.

 

Acting Members present: Lois Brown for Robert Sopuck, Francine Raynault for Dennis Bevington, Bev Shipley for Colin Carrie and David Yurdiga for Harold Albrecht.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst.

 

Witnesses: Department of the Environment: Michael Martin, Deputy Minister; Carol Najm, Assistant Deputy Minister and Chief Financial Officer, Finance Branch. Canadian Environmental Assessment Agency: Ron Hallman, President; Helen Cutts, Vice-President, Policy Development. Parks Canada: Alan Latourelle, Chief Executive Officer; Maria Stevens, Chief Financial Officer. Canadian Northern Economic Development Agency: Mitch Bloom, Acting President; Yves Robineau, Chief Financial Officer, Director, Corporate Services.

 
Pursuant to Standing Order 81(5) and the motion adopted on Monday, November 17, 2014, the Committee commenced consideration of the Supplementary Estimates(B) 2014-2015: Vote 1b under CANADIAN ENVIRONMENTAL ASSESSMENT AGENCY, votes 1b and 5b, under CANADIAN NORTHERN ECONOMIC DEVELOPMENT AGENCY, votes 1b, 5b and 10b under DEPARTMENT OF THE ENVIRONMENT, vote 1b under PARKS CANADA AGENCY, referred to the Committee on Wednesday, November 5, 2014 and the motion adopted by the Committee on Monday, November 17, 2014.
 

Michael Martin, Alan Latourelle, Ron Hallman and Mitch Bloom made statements and answered questions.

 

Mylène Freeman gave notice of the following motions:

That the Committee invite the Minister of the Environment for an update on the climate change mitigation and adaptation negotiations with the provinces and the stakeholders on Canada’s post-Copenhagen objectives; and that the Minister inform us of the position that Canada will take at the negotiations during the United Nations Climate Change Conference taking place in Lima, Peru, from December 1 to 12, 2014

That the Committee propose to the Minister of the Environment to invite Members of the Opposition to join the official delegation, from December 1 to 12, 2014, at the United Nations Climate Change Conference taking place in Lima, Peru

 

At 5:09 p.m., the sitting was suspended.

At 5:10 p.m., the sitting resumed.
