The Standing Committee on Public Safety and National Security met in camera at 9:16 a.m. this day, in Room 237-C, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Parm Gill, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.

 

Acting Members present: Brad Butt for Hon. Laurie Hawn.

 

In attendance: Library of Parliament: Christine Morris, Analyst; Tanya Dupuis, Analyst.

 

Appearing: Hon. Vic Toews, Minister of Public Safety.

 

Witnesses: Department of Public Safety and Emergency Preparedness: Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Division. Royal Canadian Mounted Police: Todd G. Shean, Assistant Commissioner, Federal and International Operations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 29, 2012, the Committee resumed its study of the economics of policing.
 

It was agreed, — That the Committee travel to London and Manchester, United Kingdom, in the winter or spring of 2013, and that the budget for travel in the amount of $124,410.50 be adopted, and that the Chair be authorized to finalize the said budget and to present it to the Liaison Committee.

 

It was agreed, — That the Committee travel to Los Angeles, San Diego and San Francisco, California, United States of America, in the winter or spring of 2013, and that the budget for travel in the amount of $49,612.45 be adopted, and that the Chair be authorized to finalize the said budget and to present it to the Liaison Committee.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in regards to the study of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act, the Committee hear witnesses beginning with the Minister of Public Safety on February 28, 2013; that the Committee begin clause-by-clause consideration of Bill C-51 no later than March 26, 2013, and that, if the clause-by-clause consideration has not been completed by 10:45 a.m. on March 28, 2013, the Chair put all and every question necessary to dispose of this stage of the Bill forthwith and successively, without further debate, and the Chair then be ordered to report the Bill back to the House at the next available opportunity; and that amendments to Bill C-51 be submitted to the Clerk in both official languages before 9 p.m. on March 21, 2013, and that these amendments be distributed to members in both official languages on March 22, 2013.

 

It was agreed, — That the Committee invite the Honourable Vic Toews, Minister of Public Safety, to appear before the Committee regarding the Supplementary Estimates (C) 2012-2013 before Thursday, March 21, 2013, and that this meeting be televised.

 

At 9:38 a.m., the sitting was suspended.

At 9:45 a.m., the sitting resumed in a public, televised session.

 
Pursuant to the Order of Reference of Tuesday, February 12, 2013, and the motion adopted earlier today, the Committee commenced consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.
 

The Minister made a statement and, with the witnesses, answered questions.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
