Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Wasylycia-Leis (Winnipeg North), seconded by Ms. Crowder (Nanaimo—Cowichan), Bill C-357, An Act to amend the Hazardous Products Act (noise limit for children's products), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rafferty (Thunder Bay—Rainy River), seconded by Ms. Crowder (Nanaimo—Cowichan), Bill C-358, An Act to provide a compensation plan for First Nations veterans comparable to the one offered to other war veterans, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt—Juan de Fuca), seconded by Ms. Leslie (Halifax), Bill C-359, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Motions

By unanimous consent, it was ordered, — That, in relation to its study of the impact of the oil sands on water basins, 12 members of the Standing Committee on Environment and Sustainable Development be authorized to travel to Fort McMurray, Fort Chipewyan, Edmonton and Calgary, Alberta, from May 10 to 13, 2009, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study of the state of organized crime, 12 members of the Standing Committee on Justice and Human Rights be authorized to travel to Vancouver, British Columbia, in April/May, 2009, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study of the socio-economic conditions on reserves and in Aboriginal communities throughout Canada, 12 members of the Standing Committee on Aboriginal Affairs and Northern Development be authorized to travel to Maniwaki, Quebec, in the spring 2009, and that the necessary staff do accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study of the Canada-United States trade relations, 12 members of the Standing Committee on International Trade be authorized to travel to Washington, D.C., from April 26 to 28, 2009, and that the necessary staff do accompany the Committee.

Statement by the Speaker

The Speaker ruled that the Second Report of the Standing Committee on Finance, presented on April 1, 2009, was improperly before the House, that it be deemed withdrawn and that no subsequent proceeding may be taken in relation thereto.

Accordingly, the said Report was deemed withdrawn.

Government Orders

The House resumed consideration of the motion of Ms. Raitt (Minister of Natural Resources), seconded by Mr. Goodyear (Minister of State (Science and Technology)), — That Bill S-3, An Act to amend the Energy Efficiency Act, be now read a second time and referred to the Standing Committee on Natural Resources.

Mr. Atamanenko (British Columbia Southern Interior), seconded by Mr. Hyer (Thunder Bay—Superior North), moved the following amendment, — That the motion be amended by deleting all the words after the word "That" and substituting the following:

“Bill C-13, An Act to amend the Canada Grain Act, chapter 22 of the Statutes of Canada, 1998 and chapter 25 of the Statutes of Canada, 2004, be not now read a second time but that it be read a second time this day six months hence.”.
