The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:06 a.m. this day, in Room 209, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Patrick Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Mike Lake, Yves Lessard, Tony Martin, Hon. Geoff Regan, Brian Storseth and Lynne Yelich.

 

Acting Members present: Yvon Godin for Tony Martin and Hon. Dominic LeBlanc for Hon. Carolyn Bennett.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Service Canada: Donna Achimov, Assistant Deputy Minister, Citizen and Community Services. Department of Finance: Réal Bouchard, General Director, Federal-Provincial Relations and Social Policy Branch. Service Canada: Renata Borysewicz, Acting Director, Active Employment Measures, Employment Programs Policy and Design Branch. Pursuant to Standing Order 108(2), the Committee commenced its study on the Employment Insurance Funds and on the Summer Career Placement Program.
 

Diane Carroll and Donna Achimow made statements and, with the other witnesses, answered questions.

 

At 10:35 a.m., the sitting was suspended.

At 10:38 a.m., the sitting resumed.

 

By unanimous consent, it was agreed, — That the Tenth Report (Summer Career Placement Program) of the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities in the first session of the 38th Parliament be adopted again as a report of this Committee and that the Chair do present it to the House, and that, pursuant to Standing Order 109, the Committee request a global response from the Government.

 

Yves Lessard moved, — That the Third Report (Study on Employment Insurance Funds) of the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities in the first session of the 38th Parliament be adopted again as a report of this Committee and that the Chair do present it to the House, and that, pursuant to Standing Order 109, the Committee request a global response from the Government.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

Yves Lessard moved, — Given the urgency resulting from the approaching end of the Pilot Project on Increased Weeks of Employment Insurance Benefits (Pilot Project No. 6), that the Committee recommend to the government that it immediately renew the project in all regions currently included in the project and that the Chair of the Committee report this motion to the House.

 

Jean-Claude D'Amours moved, — That the motion be amended by adding after the word “project” the following: “as long as there is no permanent solution implemented by the government ”.

 

After debate, the question was put on the amendment of Jean-Claude D'Amours and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

Lynne Yelich moved, — That the motion be amended by deleting the word “immediately” and adding after the word “project” the following: “if, after completion of the current review of the program’s effectiveness, it is deemed to be in the best interest of ‘seasonal gapper’ workers while providing value for money ”.

 

The question was put on the amendment of Lynne Yelich and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

 

The motion, as amended, read as follows:

Given the urgency resulting from the approaching end of the Pilot Project on Increased Weeks of Employment Insurance Benefits (Pilot Project No. 6), that the Committee recommend to the government that it immediately renew the project in all regions currently included in the project as long as there is no permanent solution implemented by the government and that the Chair of the Committee report this motion to the House.

 

Denis Coderre moved, — That the proposed budget in the amount of $ 39 400, for the period of May 30, 2006 to March 31, 2007 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

 

Denis Coderre moved, — That the proposed budget in the amount of $ 191 035, for the Committee’s travel to St.John's, Halifax, Montreal and Toronto during the month of October 2006 and to Vancouver, Calgary and Saskatoon during the month of November 2006 in relation to its study on Employability in Canada, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
