| Pursuant to its mandate under Standing Order 111.1, the Committee has examined the proposed appointment of Ms. Audrey Elizabeth O’Brien to the position of Clerk of the House of Commons. | Conformément au mandat que lui confère l’article 111.1 du Règlement, le Comité a examiné la candidature de Mme Audrey Elizabeth O’Brien au poste de greffier de la Chambre des communes. |
| The Committee notes that Standing Order 111.1 was added in October 2001, and that this is the first time that this procedure has been used in connection with the proposed appointment of a Clerk of the House of Commons. The office of the Clerk of the House of Commons is central to the functioning of the chamber. It is also important that the House of Commons vote on the appointment, which was another innovation of the Special Committee on the Modernization and Improvement of the House of Commons. As the Committee noted in its report, "the Clerk, who serves the House and all its Members, must have the confidence of the House, and this would be demonstrated by a vote regarding his or her appointment." | Le Comité constate que l’article 111.1 du Règlement a été ajouté en octobre 2001 et que c’est la première fois qu’on utilise cette procédure en rapport avec la nomination proposée d’un greffier de la Chambre des communes. Le greffier de la Chambre des communes joue un rôle essentiel dans le fonctionnement de la Chambre, et il est important que la Chambre des communes se prononce sur sa nomination. Il s’agit ici d’une autre innovation que l’on doit au Comité spécial sur la modernisation et l’amélioration de la procédure à la Chambre des communes. Comme le Comité l’a fait observer dans son rapport : « le greffier, qui travaille pour la Chambre et les députés, doit avoir la confiance de la Chambre, et un vote sur sa nomination démontrerait cette confiance. » |
| The Committee wishes to thank the outgoing Clerk of the House, Mr. William C. Corbett, and recommends that the House ratify the appointment of Ms. Audrey Elizabeth O’Brien to the position of Clerk of the House of Commons. | Le Comité tient à exprimer ses remerciements au Greffier sortant, M.
