| Pursuant to its mandate under Standing Order 108(3)(a)(vi), the Committee has considered the Preliminary Report of the Miramichi and Acadie—Bathurst Electoral Boundaries Commission that was tabled in the House of Commons on Friday, December 3, 2004. | Conformément au mandat que lui confère le sous-alinéa 108(3)a)(vi) du Règlement, le Comité a examiné le rapport préliminaire de la Commission sur la délimitation des circonscriptions électorales de Miramichi et d'Acadie—Bathurst le 3 décembre 2004. |
| The Miramichi and Acadie—Bathurst Electoral Boundaries Commission was created to review a section of the federal electoral boundary between the New Brunswick ridings of Acadie—Bathurst and Miramichi. As such, it was a response to the May 2004 decision of the Federal Court of Canada in Raîche. The Court suspended its ruling for one year to allow corrective measures to be taken to conform to the “spirit” of the Electoral Boundaries Readjustment Act. In the absence of a mechanism under the Act to set up electoral boundaries commissions outside the normal decennial review process, the government used the Inquiries Act to create a similar process. The Commission’s mandate was set out in Order in Council P.C. 2004-1196. | La Commission sur la délimitation des circonscriptions électorales de Miramichi et d'Acadie—Bathurst a été créée pour revoir le tracé d’une partie de la limite entre les circonscriptions électorales d’Acadie—Bathurst et de Miramichi au Nouveau-Brunswick. C’était en réponse à la décision que la Cour fédérale a rendue dans l'affaire Raîche en mai 2004. La Cour a suspendu son jugement pour un an afin que puissent être effectuées des mesures correctives conformes à « l'esprit » de la Loi sur la révision des limites des circonscriptions électorales. Comme la Loi ne prévoit pas la possibilité d’établir une commission de délimitation en dehors du processus habituel de révision décennale, le gouvernement a invoqué la Loi sur les enquêtes pour créer un processus similaire. Le mandat de la Commission est défini dans le décret C.P. 2004-1196. |
| The Committee is advised that the Members of Parliament for the current ridings of Miramichi and Acadie—Bathurst have no objections to the recommendations in the preliminary Report. Moreover, representatives of the recognized parties in the House of Commons have indicated that they have no objections. | Le Comité est avisé que les députés des circonscriptions actuelles de Miramichi et d’Acadie—Bathurst n’ont pas d’objections aux recommandations du rapport préliminaire.
