The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, the Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Yvon Godin, Jay Hill, Dominic LeBlanc, Judi Longfield, Pauline Picard, Karen Redman and Scott Reid.

 

Acting Members present: Stéphane Bergeron for Michel Guimond, Rick Casson for Bill Casey, Barry Devolin for Jay Hill and Ken Epp for Dale Johnston.

 

Associate Members present: Hon. Peter Adams.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Elections BC: Harry Neufeld, Chief Electoral Officer. House of Commons: Audrey O'Brien, Acting Clerk; Louis Bard, Chief Information Officer.

 
Pursuant to the Order of Reference of Wednesday, June 22, 2005, the Committee resumed consideration of Bill C-312, An Act to amend the Canada Elections Act (appointment of returning officers).
 

Harry Neufeld made a statement and answered questions.

 

By unanimous consent, it was agreed, — That the proposed budget for the study of Bill C-312, in the amount of $16,900, for the period of October 4, 2005, to October 28, 2005, be adopted.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders, procedure and practice of the House.
 

Audrey O'Brien and Louis Bard made statements and answered questions.

 

Stéphane Bergeron moved, — That the House of Commons Administration take into account the views expressed by the members of the Committee and come back with a formal proposal at a later date.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

At 12:42 p.m., the Committee adjourned to the call of the Chair.
