MINUTES OF PROCEEDINGS

Meeting No. 2

Tuesday, March 18, 2003

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 3:35 p.m. this day, in Room 269, West Block, the Chair, Irwin Cotler, presiding.

Members of the Sub-Committee present: Colleen Beaumier, Bill Casey, Irwin Cotler, Karen Kraft Sloan, Gurbax Malhi, Deepak Obhrai, Beth Phinney, Yves Rocheleau.

Acting Member present: André Harvey for Gurbax Malhi

Other Member present:  Keith Martin

In attendance: From the Parliamentary Research Branch, Library of Parliament:  James Lee and Marcus Pistor, Research Officers.

The Sub-Committee discussed its future business.

It was agreed, -- That with regard to the study on the humanitarian crisis in Africa the Sub-Committee hold weekly hearings until April 29, 2003 and that a report to the House be prepared for tabling prior to the June adjournment.

It was agreed, -- That with regard to the Sub-Committee study of the situation in Sudan at least four weekly hearings, beginning on May 6, 2003, take place prior to the June adjournment.

It was agreed, -- That consideration of the Orders of Reference of October 28, 2002 of the Standing Committee of Foreign Affairs and International Trade concerning the request of the Falun Dafa Association of Canada and the request of the Rassemblement canadien pour le Liban to appear and consideration of the Order of Reference of the Standing Committee on Foreign Affaires and International Trade of February 6, 2003 concerning the request of Amnesty International to consider relations with China in view of human rights concerns be deferred.

At 4:23 p.m., the Committee adjourned to the call of the Chair.
