Meeting No. 7

Wednesday, February 19, 2003

The Subcommittee on Children and Youth at Risk of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:21 p.m. this day, in Room 536, Wellington Building, the Acting Chair, Anita Neville, presiding.

Members of the Subcommittee present: Sébastien Gagnon, Wendy Lill, Anita Neville, Larry Spencer and Alan Tonks.

Acting Members present: Karen Kraft Sloan for John Godfrey.

In attendance: From the Library of Parliament: Julie Cool, Research Officer.

Appearing: From the House of Commons: The Hon. Ethel Blondin-Andrew, Secretary of State (Children and Youth); The Hon. Ralph Goodale, Federal Interlocutor for Métis and Non-Status Indians.

Witnesses: From the Department of Health: Kelly Stone, Director, Childhood and Adolescence, Division of Childhood and Adolescence, Centre for Healthy Human Development, Population and Public Health Branch. From the Privy Council Office: Allan MacDonald, Director, Federal Interlocutor for Métis and Non-Status Indians Division. From the Department of Human Resources Development: Aron Spector, Senior Analyst, Strategic Policy Group.

Pursuant to Standing Order 108(2) and its Order of Reference from the Standing Committee on Human Resources Development and the Status of Persons with Disabilities (See Minutes of Proceedings of Tuesday, November 5, 2002, Meeting No. 1), the Subcommittee resumed its study on aboriginal children from 0 to 12 years living in urban area.

Hon. Ralph Goodale made a statement and, with Allan MacDonald answered questions.

On motion of Alan Tonks, it was agreed, -- That the proposed budget in the amount of $29,300 be adopted.

Hon. Ethel Blondin-Andrew made a statement and, with witnesses, answered questions.

At 5:02 p.m., the Subcommittee adjourned to the call of the Chair.
