Tuesday, February 4, 2003

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:29 p.m. this day, in Room 269, West Block, the Chair, Judi Longfield, presiding.

Member(s) of the Committee present: Peter Adams, Eugène Bellemare, Libby Davies, Norman Doyle, John Finlay, Ovid Jackson, Judi Longfield, Gurbax Malhi, Raymond Simard, Monte Solberg, Diane St-Jacques and Suzanne Tremblay.

Acting Member(s) present: Joe Fontana for Larry McCormick, Yvon Godin for Libby Davies and Sarkis Assadourian for Tony Ianno.

In attendance: From the Library of Parliament: Kevin Kerr and Bill Young, Research Officers.

Witness(es): From the Canadian Public Health Association: Deborah Gordon-El-Bihbety, Director, National Programs. From the Learning Disabilities Association of Canada: Elizabeth Gayda, Past President. From the National Aboriginal Design Committee: Priscilla George, Executive Director.

Pursuant to Standing Order 108(2), the Committee resumed its study on Literacy.

The witnesses made opening statements and answered questions.

At 4:50 p.m., the sitting was suspended.

At 4:52 p.m., the sitting resumed.

The Committee proceeded to the consideration of the following motion of Yvon Godin presented to the Clerk on Thursday, January 30th, 2003, pursuant to the forty-eight hours notice motion adopted on November 5th, 2002.

Yvon Godin, moved, -- That a special Sub-Committee of the Standing Committee on Human Resources Development be struck to recommend reforms to the Employment Insurance eligibility requirements in certain industries.

After debate, the question being put on the motion, it was by a show of hands negatived.

At 5:15 p.m., the Committee adjourned to the call of the Chair.
