Meeting No. 25

Wednesday, March 19, 2003

The Standing Committee on Health met at 3:38 p.m. this day, in Room 371, West Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Bonnie Brown, Jeannot Castonguay, Brenda Chamberlain, The Hon. Hedy Fry, James Lunney, Réal Ménard, Rob Merrifield, Svend Robinson and Carol Skelton.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: From the Department of Health: Dr. Howard Njoo, Director General, Centre for Infectious Disease Prevention and Control, Population and Public Health Branch; Steven Sternthal, Acting Director, HIV/AIDS Policy, Coordination and Programs Division, Centre for Infectious Disease Prevention and Control, Population and Public Health Branch. From Correctional Service Canada: Dr. Françoise Bouchard, Director General, Health Services; Sandra Black, National Infectious Diseases Program Coordinator. From the Canadian Institutes of Health Research: Dr. Bhagirath Singh, Scientific Director, Institute for Infection and Immunity; Karl Tibelius, Director, Research Capacity Development.

Pursuant to Standing Order 108(2), the Committee resumed its study of the Canadian Strategy on HIV/AIDS.

Howard Njoo, Steven Sternthal, Françoise Bouchard and Bhagirath Singh made statements and, with other witnesses, answered questions.

On motion of Réal Ménard, it was agreed, ― That, in relation to its study on prescription drugs, the proposed operational budget in the amount of $73,400.00, be adopted.

Svend Robinson moved, -- That, in relation to its study on prescription drugs, the proposed travel budgets be modified to include two more members of the Committee participating in the travel, from 8 to 10 members, and that the proposed amounts of $105,659.40 and $89,893.40 be modified accordingly.

After debate, the question was put on the motion and it was agreed.

At 5:37 p.m., the Committee adjourned to the call of the Chair.
