MINUTES OF PROCEEDINGS

Meeting No. 1

Tuesday, November 5, 2002

The Standing Committee on Health met at 3:47 p.m. this day, in Room 371, West Block, for the purpose of electing a Chair and two Vice-Chairs, pursuant to Standing Orders 106(1), (2) and (3).

Members of the Committee present: Carolyn Bennett, Diane Bourgeois, Bonnie Brown, Jeannot Castonguay, Brenda Chamberlain, Stan Dromisky, The Hon. Hedy Fry, James Lunney, Réal Ménard, Rob Merrifield, Hélène Scherrer, Judy Sgro, Carol Skelton, Yolande Thibeault, Judy Wasylycia-Leis.

Acting Member present: Yvan Loubier for Diane Bourgeois.

Other Member present:  Paul Szabo.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Pursuant to Standing Order 106(3), the Clerk of the Committee presided over the election of the Chair and of Vice-Chairs.

On motion of Stan Dromisky, it was agreed, -- That Bonnie Brown be elected Chair of the Committee.

Accordingly, Bonnie Brown was declared duly elected Chair of the Committee.

On motion of Judy Sgro, it was agreed -- That Stan Dromisky be elected Government Vice-Chair of the Committee.

Accordingly, Stan Dromisky was declared duly elected Vice-Chair of the Committee.

Carol Skelton moved, -- That Rob Merrifield be elected opposition Vice-Chair of the Committee.

Hedy Fry moved, -- That Réal Ménard be elected opposition Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), a secret ballot was conducted.  Réal Ménard was duly elected Vice-Chair.

Bonnie Brown took the Chair.

The Committee commenced consideration of matters related to Committee business.

It was agreed, that the Minister of Health be invited to appear before the Committee on November 19, 2002.

The Committee proceeded to consider routine motions.

On motion of Hedy Fry, it was agreed, -- That the Committee retain the services of one or more researcher(s) from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

On motion of Judy Sgro, it was agreed, -- That, if requested, reasonable travel, accommodation and living expenses be reimbursed to witnesses, not exceeding two (2) representatives per organization; and that, in exceptional circumstances, payment for more representatives be at the discretion of the Chair.

On motion of Stan Dromisky, it was agreed, -- That the Chair be authorized to hold meetings to receive and publish evidence when a quorum is not present provided that at least three (3) members are present, including a member of the opposition; and that the Chair be authorized to call a meeting to order no sooner than fifteen (15) minutes after the time indicated on the notice of meeting as long as three (3) members are present.

On motion of James Lunney, it was agreed, -- That the Clerk of the Committee, in consultation with the Chair, be authorized to make the necessary arrangements to provide for working meals for the Committee.

On motion of Carolyn Bennett, it was agreed, -- That the Clerk of the Committee circulate to all Members of the Committee Order-in-Council appointments referred to the Standing Committee on Health.

On motion of Judy Wasylycia-Leis, it was agreed, -- That the Clerk of the Committee be authorized to distribute to the members of the Committee documents only when they exist in both official languages.

On motion of Carol Skelton, it was agreed, -- That one copy of the transcript of all in camera meetings be kept in the Committee Clerk’s office for consultation by members of the Committee.

On motion of Réal Ménard, it was agreed, -- That forty-eight (48) hours notice be given before any new item of business be considered by the Committee.  Notice given on a Friday shall be deemed to have been given on the following Monday.

At 4:40 p.m., the Committee adjourned to the call of the Chair.
