MINUTES OF PROCEEDINGS

Meeting No. 14

Thursday, December 12, 2002

The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Rick Borotsik, Marlene Catterall, Yvon Godin, Michel Guimond, Joe Jordan, Carolyn Parrish, Geoff Regan, John Reynolds, Jacques Saada, Werner Schmidt and Tony Tirabassi.

Acting Members present: Derek Lee for Wayne Easter; Ivan Grose for Guy St-Julien; Ken Epp for Dale Johnston.

In attendance: From the Library of Parliament: James Robertson, Principal.

Pursuant to its mandate under Standing Order 108(3), the Committee resumed consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

 

By unanimous consent, after debate, it was agreed, -- That the Committee’s Interim Report, adopted on December 10, become a working document; that Ken Epp's dissenting opinion  be attached to it, and that the Chair not present it to the House but that it be circulated to all Members of Parliament.

 

By unanimous consent, it was agreed, -- That Marcel Proulx replace Tony Tirabassi on the subcommittee on Electoral Boundaries Readjustment.

 

Pursuant to its mandate under Standing Order 108(3), the Committee resumed consideration of Security on the Hill.

 

After debate, it was agreed that Mgen. M.G. Cloutier be invited to appear before this Committee in January 2003.

 

At 11:28 a.m., the Committee adjourned to the call of the Chair.
