The Standing Committee on Foreign Affairs and International Trade met in camera at 9:18 a.m. this day, in Room 112-N Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Stéphane Bergeron, Murray Calder, Aileen Carroll, Bill Casey, Irwin Cotler, Stockwell Day, Art Eggleton, John Harvard, André Harvey, Diane Marleau, Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry and Karen Redman.

 

Acting Members present: Yves Rocheleau for Francine Lalonde.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee considered the Third Report of the Subcommittee on Agenda and Procedure which reads as follows:

THIRD REPORTOF THE SUBCOMMITTEE ON AGENDA AND PROCEDURE

Your Subcommittee met on Tuesday, September 16, 2003, and agreed to report as fallows:

It was agreed, - That the Committee consider the case of Mr. Maher Arar, a Canadian citizen presently detained in Syria, and cases such as the death of Ms. Zahra Kazemi while in custody in Iran and that of Mr. William Sampson, recently released by the Saudi Arabian authorities, and that the Minister of Foreign Affairs and other responsible Ministers, if necessary, and appropriate officials be invited to appear before the Committee.

It was agreed, - That in the context of the study of relations with Muslim countries the Committee undertake the following:

  • continue its hearings with experts, officials and interested organizations;
  • hold a meeting with the President of the Islamic Republic of Pakistan on September 26, 2003;
  • hold a meeting with the President and a delegation from the Advisory Council (Majlis Ahs Shura) of Saudi Arabia during the week of September 29, 2003;
  • hold a meeting with Secretary General of the Arab League on October 1, 2003.

 

It was agreed, - That the Committee meet with the Speaker and a delegation from the Presidium of the Danish Parliament on September 18, 2003.

 

It was agreed, — That the report be amended, by inserting between the words “officials be“ and “invited to appear“ the word “urgently“ .

 

The report of the Subcommittee on Agenda and Procedure, as amended, was concurred in

 

It was agreed, — That consideration of issues relating to the Rwanda genocide in Rwanda be referred to the Subcommittee on Human Rights and International Development.

 

At 9:49 p.m., the Committee adjourned to the call of the Chair.
