Debate arose thereon.
Mr. Casson (Lethbridge) , seconded by Mr. Bailey (Souris—Moose Mountain) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-5, An Act respecting the protection of wildlife species at risk in Canada, be not now read a third time but be referred back to the Standing Committee on Environment and Sustainable Development for the purpose of reconsidering all the clauses with a view to ensure that the legislation provides guaranteed compensation to land owners and provisions to protect farmers by ensuring that it would have to be proven that a person actually intended to destroy a protected species before there can be a conviction under the law.”.

Motions
By unanimous consent, it was resolved, — That the House demand the immediate and unconditional release of Ingrid Betancourt, Senator and candidate in the presidential election held in Columbia on May 26, 2002, who was kidnapped on February 23, 2002, as well as the release of other civilians detained by FARC (The Revolutionary Armed Forces of Columbia), and that, to this end, the House support the Ingrid Betancourt Canadian Support Committee.
