Presenting Reports from Committees

Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the 23rd Report of the Committee (Chapter 7 of the December 2001 Report of the Auditor General of Canada). — Sessional Paper No. 8510-371-173.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 43 and 56) was tabled.


Mr. Williams (St. Albert) , from the Standing Committee on Public Accounts, presented the 24th Report of the Committee (Chapters 2 and 3 of the December 2001 Report of the Auditor General of Canada). — Sessional Paper No. 8510-371-174.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 40 and 56) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources of Bill C-57, An Act to amend the Nuclear Safety and Control Act.

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Dhaliwal (Minister of Natural Resources) , seconded by Mr. Mitchell (Secretary of State (Federal Economic Development Initiative for Northern Ontario)) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Pursuant to Order made on Monday, June 3, 2002, the House resumed consideration of the motion of Mr. Cauchon (Minister of Justice) , seconded by Mr. Byrne (Minister of State (Atlantic Canada Opportunities Agency)) , — That Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, be now read a third time and do pass;

And of the amendment of Mr. Toews (Provencher) , seconded by Mr. Goldring (Edmonton Centre-East) , — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, be not now read a third time, but be referred back to the Standing Committee on Justice and Human Rights for the purpose of reconsidering Clause 8, taking into consideration the importance of ensuring that the legitimate use of animals by farmers, sportsmen and medical researchers should be protected under this Bill.”.

The House proceeded to the taking of the deferred recorded division on the subamendment of Mr. Casson (Lethbridge) , seconded by Miss Grey (Edmonton North) , — That the amendment be amended by adding the following:

    “and that the Committee report back to the House no later than December 4, 2002.”.

Royal Assent

A Message was received from the Honourable Jack Major, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, the Honourable Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

    Bill C-15A, An Act to amend the Criminal Code and to amend other Acts — Chapter No. 13;

    Bill S-40, An Act to amend the Payment Clearing and Settlement Act — Chapter No. 14;

    Bill S-34, An Act respecting royal assent to bills passed by the Houses of Parliament — Chapter No. 15;

    Bill C-23, An Act to amend the Competition Act and the Competition Tribunal Act — Chapter No. 16.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice, when the House is in Committee of the Whole later today pursuant to Standing Order 81(4)(a), time be allotted to the recognized parties in the House in periods of 20 minutes as follows:

    (a) the first period to the Liberal Party, the second, to the Canadian Alliance, the third, to the Bloc Québécois, the fourth, to the New Democratic Party, and the fifth, to the Progressive Conservative Party, and subsequent periods shall be allocated to the parties in proportion to their representation in the House; and

    (b) within each 20-minute period, each party may allocate time to one or more of its Members for speeches or for questions and answers, provided that, in the case of questions and answers, the Minister's answer does not exceed the time taken by the question, and provided that, in the case of speeches, Members of the party to which the period is allocated may speak one after the other.
