Meeting No. 10

Tuesday, February 8, 2000

The Standing Committee on Justice and Human Rights met at 3:35 p.m. this day, in Room 209, West Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Reg Alcock, Michel Bellehumeur, Carolyn Bennett, Chuck Cadman, John Maloney, John McKay, Jacques Saada and Andy Scott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the "Institut Philippe-Pinel de Montréal": Cécile Toutant, Criminologist, Youth program; Dr. Louis Morissette, Psychiatrist, Youth Program. From the University of Toronto: Dr. Anthony N. Doob, Dean, Centre of Criminology.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

The witnesses made opening statements and answered questions.

At 5:19 p.m., the Committee adjourned to the call of the Chair.
