MINUTES OF PROCEEDINGS

Meeting No. 44

Tuesday, March 28, 2000

The Standing Committee on Fisheries and Oceans met at 9:10 o'clock a.m. this day, in Room 536, Wellington Building, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Yvan Bernier, John Cummins, John Duncan, Wayne Easter, Gerald Keddy, Bill Matthews, Marcel Proulx, Carmen Provenzano, Lou Sekora, Paul Steckle, Peter Stoffer.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

Witness(es): From the Department of Fisheries and Oceans: Yves Bastien, Commissioner for Aquaculture Development; Dr. Myron Roth, Vice President, Production & Regulatory Affairs, Aqua Health Ltd..

Pursuant to Standing Order 108(2), the Committee resumed its study on Aquaculture.

The witnesses made opening statements and answered questions.

At 11:01 o'clock a.m., the Committee met in camera.

It was agreed, - That the motion adopted by the Committee on March 2, 2000 in regards to travel be withdrawn.

It was agreed, - That the motion moved on March 16, 2000 in regards to the Committee's travel budget be withdrawn.

It was agreed, - That the operational budget be approved.

At 11:20 o'clock a.m., it was agreed, - That the Committee meet in public.

Lou Sekora moved, - That the Committee seek an Order of Reference to travel from April 3 to 13, 2000 to continue their comprehensive study on Aquaculture, their statutory review of the Oceans Act and fisheries issues in Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador and P.E.I.

Gerald Keddy moved, - That the motion be amended by changing the dates to April 30 to May 10, 2000.

After debate thereon, the question being put on the amendment, it was carried.

The motion, as amended, carried.

Lou Sekora moved, - That the Chair seek funds of $175,989.00 for the travel of the Standing Committee on Fisheries and Oceans the week of April 30 to May 10, 2000 to continue their comprehensive study on Aquaculture, their statutory review of the Oceans Act and fisheries issues in Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador and P.E.I.

After debate thereon, the question being put on the motion, it was carried, on the following recorded division:

Bill Matthews moved, - That the Standing Committee on Fisheries and Oceans cancel its planned trip to the East Coast of Canada and cease any further work on finalizing a report on the Aquaculture Industry.

After debate thereon, it was agreed, - That debate on the motion be deferred until April 11, 2000.

On motion of Peter Stoffer, it was agreed, - That the Chair be authorized to table the Committee's decision to travel to Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador and P.E.I. as their Third Report to the House.

At 12:20 o'clock p.m., the Committee adjourned to the call of the Chair.
