Tuesday, November 23, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:40 a.m. this day, in Room 209, West Block, the Vice-Chair, Deepak Obhrai, presiding.

Members of the Committee present: Bill Graham, Francine Lalonde, The Hon. Diane Marleau, Deepak Obhrai, Denis Paradis, Bernard Patry.

Acting Members present: Sarmite Bulte for Ted McWhinney; Richard Marceau for Maud Debien.

In attendance: From the Library of Parliament: Daniel Dupras, Gerald Schmitz, Research Officers.

Witnesses: From the Insurance Bureau of Canada: Paul Kovacs, Senior Vice-President, Policy Development; Jules R. Quenneville, President and CEO, The Garantee Company of North America; Robert J. Labelle, Senior Vice-President, Chief Agent, Euler American Credit Indemnity. From the Canadian Financial Insurance Brokers Ltd.: Clive Aston, President. From the Canadian Factors Association: Mark Perna, Chairman and President of Accord Business Credit; Michael Teeter, Director, Government Relations Group, IGRG. From the SNC-LAVALIN Inc.: Jacques Lamarre, President and Chief Executive Officer; Christiane Bergevin, Senior Vice-President and General Manager.

Pursuant to Standing Order 108(2) and Section 25(3) of the Export Development Act, the Committee resumed consideration of Report on the Review of the Export Development Act.

At 10:20 a.m., Bill Graham took the Chair.

Jules R. Quenneville, Jacques Lamarre, Clive Aston and Mark Perna each made a statement and, with the other witnesses, answered questions.

At 11:53 a.m., the Committee adjourned to the call of the Chair.
