The Standing Committee on Natural Resources and Government Operations met at 11:02 a.m. this day, in Room 362, East Block, the Vice-Chair, Ben Serré, presiding.

Members of the Committee present: Réginald Bélair, Gilles Bernier, David Chatters, Roy Cullen, Pierre de Savoye, John Duncan, Yvon Godin, Marlene Jennings, Carolyn Parrish, Carmen Provenzano, Ben Serré, Brent St. Denis.

Acting Members present: Claude Drouin for Tony Ianno; Larry McCormick for Gerry Burne; Paul Steckle for Brent St.Denis; Jean-Guy Chrétien for Ghislain Lebel; Rob Anders for Werner Schmidt; Brent St.Denis for Paul Steckle; Paul Steckle for Roy Cullen; Roy Cullen for Paul Steckle; Deborah Grey for John Duncan; Lorne Nystrom for Yvon Godin; John Duncan for Deborah Grey, Jacques Saada for Réginald Bélair and John Godfrey for Larry McCormick.

Other Member present: Roger Gallaway.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Jack Stilborn, Researchers.

Witnesses: From the Canadian Radio-television and Telecommunications Commission: David Colville, Vice-Chairman, Telecommunications; Scott Hutton, Tariff Analyst; Leo Mével, Director, International, Social and Technology Policy; Denis Carmel, Parliamentary Relations.

Pursuant to Standing Order 108(2), the Committee began consideration of issues relating to rural telecommunications.

David Colville made a statement and with the other witnesses, answered questions.

At 11:30 a.m., Brent St.Denis took the Chair.

At 12:22 p.m., Rob Anders moved, - That the business portion of this meeting be held in public session.

After debate, the motion was negatived on a recorded division.

 At 12:35 p.m., the sitting was suspended.

At 12:38 p.m., the sitting resumed in camera.

Rob Anders moved, - That pursuant to Standing Order 81(7) and 81(8), and with respect to Vote 1 under the heading of Parliament of Canada in the Estimates, the Standing Committee on Natural Resources and Government Operations shall invite to appear before it the Chair of the Senate Committee on Internal Economy, Budgets and Administration to consider the expenditure plans and priotiries in future fiscal years for the Senate.

After debate, the motion was negatived on a recorded division.

At 1:21 p.m., the Committee adjourned to the call of the Chair.
