Wednesday, December 2, 1998

The Standing Committee on Industry met at 3:33 p.m. this day, in Room 536, Wellington Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: Eugène Bellemare, Jim Jones, Francine Lalonde, Walt Lastewka, Ian Murray, Jim Pankiw, Janko Peric, Alex Shepherd and Susan Whelan.

In attendance: From the Library of Parliament: Nancy Holmes and Antony Jackson, Research Officers.

Witnesses: From the Department of Industry: Michelle d'Auray, Executive Director, Electronic Commerce Task Force; Helen McDonald, Director General, Policy Development, Electronic Commerce Task Force; Stephanie Perrin, Director, Privacy Policy, Electronic Commerce Task Force; Heather Black, Counsel, Commercial Law Division; From the Office of the Privacy Commissioner of Canada: Bruce Phillips, Privacy Commissioner of Canada; Holly Harris, General Counsel; Julien Delisle, Executive Director.

Pursuant to an Order of Reference of the House dated Tuesday, November 3, 1998, consideration of Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act.

Michelle d'Auray made an opening statement and answered questions.

At 3:59 p.m., the sitting was suspended.

At 4:02 p.m., the sitting resumed.

Bruce Phillips made an opening statement and with the witnesses, answered questions.

At 5:00 p.m., Eugène Bellemare took the Chair.

At 5:03 p.m., Susan Whelan took the Chair.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
