The Chairman (Mr. Maurizio Bevilacqua (Vaughan—King—Aurora, Lib.)): I call the meeting to order. As everyone knows, we'll be doing clause-by-clause. In accordance with the Order of Reference of the House of Commons of Monday, February 15, 1999, the committee resumes its study of Bill C-65, an act to amend the Federal-Provincial Fiscal Arrangements Act.

On behalf of the committee, I'd like to welcome Mr. Doucet, Mr. Davis, Mr. Gusen, and Mr. Douglas Adlard.

We will go to clause-by-clause now.

The Chairman: There are no reprints, but thanks for asking, Mr. Discepola. I know one of your major concerns is reprints.

Mr. Epp, thank you very much. I wish you would have got the address right; it would have been done a lot quicker.

The Chairman: To the officials and members of the Department of Finance, who I'm sure worked very hard to put this bill together, on behalf of the committee, I'd like to express our sincerest gratitude. Thank you.
