Mr. Peterson (Willowdale), from the Standing Committee on Finance, presented the 9th Report of the Committee (Bill C-82, An Act to amend certain laws relating to financial institutions, with amendments). -- Sessional Paper No. 8510- 352-91.

A copy of the relevant Minutes of Proceedings (Issue No. 11 which includes this Report) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Axworthy (Saskatoon -- Clark's Crossing), seconded by Mr. Taylor (The Battlefords -- Meadow Lake), Bill C-396, An Act to restrict the use of the Internet to distribute pornographic material involving children, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Dromisky (Thunder Bay -- Atikokan), seconded by Mr. Jackson (Bruce -- Grey), Bill C-397, An Act to amend the Immigration Act (reimbursement), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mrs. Ablonczy (Calgary North), one concerning sex offenders (No. 352-2015);

GOVERNMENT ORDERS

The House resumed consideration at report stage of Bill C-27, An Act to amend the Criminal Code (child prostitution, child sex tourism, criminal harassment and female genital mutilation), as reported by the Standing Committee on Justice and Legal Affairs with amendments;

And of Motion No. 1.

Motion No. 1 of Mrs. Gagnon (Québec), seconded by Mr. Rocheleau (Trois-Rivières), -- That Bill C-27, in Clause 1, be amended by deleting lines 20 to 29 on page 3 and lines 1 to 7 on page 4.

The question was put on Motion No. 1 and, by unanimous consent, the recorded division was deferred until the expiry of the time provided for Government Orders this day.

By unanimous consent, Mr. Kirkby (Parliamentary Secretary to the Minister of Justice), seconded by Mr. Kilger (Stormont -- Dundas), moved Motion No. 1, -- That Bill C-17 be amended by adding after line 15 on page 48 the following:

      ``107.1 Paragraph 742.1(b) of the Act is replaced by the following:
      (b) is satisfied that serving the sentence in the community would not endanger the safety of the community and would be consistent with the fundamental purpose and principles of sentencing set out in sections 718 to 718.2'',

By unanimous consent, Mr. Kirkby (Parliamentary Secretary to the Minister of Justice), seconded by Mr. Kilger (Stormont -- Dundas), moved Motion No. 2, -- That Bill C-17 be amended by adding after line 13 on page 66 the following:

``An Act to amend the Criminal Code (judicial review of parole
ineligibility) and another Act

      139.1 Section 8 of An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act is replaced by the following:
        8. Paragraph 745.63(1)(d) of the Criminal Code, as enacted by section 2 of this Act, applies in respect of hearings held after the coming into force of this section with respect to applications for judicial review in respect of crimes committed before or after the coming into force of this section.''
