Tabling of documents

Pursuant to Standing Order 32(2), Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Presenting reports from inter-parliamentary delegations

Pursuant to Standing Order 34(1), Mrs. Terrana (Vancouver East) presented the report of the Canada-Japan Inter-Parliamentary Group respecting its participation at the 6th Annual Meeting of the Canada-Japan Inter-Parliamentary Group and the Japan-Canada Parliamentarians Friendship League held in Tokyo and Osaka, Japan, from September 9 to 16, 1995. -- Sessional Paper No. 8565-351-57C.

Motions

By unanimous consent, it was ordered, -- That the first item of business today under Government Orders shall be resuming debate at third reading of Bill C-64, An Act respecting employment equity, and that after two additional hours of debate, or earlier if debate has concluded, the question shall be deemed to have been put again and a recorded division shall be deemed demanded and deferred until later today, at 5:00 p.m., provided that no amendments shall be received by the Chair during the extended debate.

GOVERNMENT ORDERS

Pursuant to Order made earlier today, the House resumed consideration of the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Ms. Copps (Deputy Prime Minister and Minister of the Environment), -- That Bill C-64, An Act respecting employment equity, be now read a third time and do pass.

The debate continued.

Pursuant to Order made earlier today, the question was deemed to have been put on the motion and a recorded division was deemed demanded and deferred until later today, at 5:00 p.m.


The Order was read for the consideration at report stage of Bill S-9, An Act to amend the Canada -- United States Tax Convention Act, 1984, as reported by the Standing Committee on Finance without amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

    (a) by replacing line 21, on page 1, with the following:
      ``3. (1) The Act is amended by adding, after''; and
    (b) by adding after line 23, on page 1, the following:
      ``(2) The amendment to the Convention in paragraph 1 of Article 5 of Schedule IV, as set out in the schedule to this Act, shall not apply after 2000.''

Mr. Baker (Gander-Grand Falls), seconded by Mr. Mills (Parliamentary Secretary to the Minister of Industry), moved Motion No. 2, -- That Bill S-9, in Clause 3, be amended:

    (a) by replacing line 21, on page 1, with the following:
      ``3. (1) The Act is amended by adding, after''; and
    (b) by adding after line 23, on page 1, the following:
      ``(2) Benefits otherwise payable under paragraph 4 of Article 21 of Schedule IV, as set out in the schedule to this Act, are not payable where no tax is payable in Canada in respect of the property or income that is taxed in the United States.''
