The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Godin (Châteauguay), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, be not now read a second time but that it be read a second time this day six months hence.''

Introduction of Government Bills

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Pagtakhan (Winnipeg North), seconded by Mr. Scott (Fredericton -- York -- Sunbury), moved, -- That, in the opinion of this House, the government should move with speed to adopt legislative measures aimed at stopping the spread of hate propaganda via the electronic Information Highway while simultaneously preserving legitimate use of the freedom of speech and expression. (Private Members' Business M-384)

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
