GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-36, An Act respecting the Split Lake Cree First Nation and the settlement of matters arising from an agreement relating to the flooding of land, as reported by the Standing Committee on Aboriginal Affairs and Northern Development without amendment.

Mr. Eggleton (President of the Treasury Board) for Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Collenette (Minister of National Defence and Minister of Veterans Affairs), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Eggleton (President of the Treasury Board) for Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Collenette (Minister of National Defence and Minister of Veterans Affairs), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Collenette (Minister of National Defence and Minister of Veterans Affairs), -- That Bill C-36, An Act respecting the Split Lake Cree First Nation and the settlement of matters arising from an agreement relating to the flooding of land, be now read a third time and do pass.

The debate continued.

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.'';

And of the sub-amendment of Mr. McClelland (Edmonton Southwest), seconded by Mrs. Brown (Calgary Southeast), -- That the amendment be amended by adding after the words ``Standing Committee on Canadian Heritage'' the following:

    ``and that the Standing Committee report back to the House no later than June 23, 1995.''

The debate continued.

The question was put on the sub-amendment and, pursuant to Order made Thursday, October 27, 1994, the recorded division was deferred until Tuesday, November 1, 1994, at the expiry of the time provided for Government Orders.


The House resumed consideration of the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. MacAulay (Secretary of State (Veterans)), -- That Bill C-54, An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, be now read a second time and referred to the Standing Committee on Human Resources Development;

And of the amendment of Mr. Dumas (Argenteuil -- Papineau), seconded by Mr. Godin (Châteauguay), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-54, An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, because it does not provide a penalty under the Criminal Code for the disclosure of personal information concerning beneficiaries to persons who are not legally authorized to such information pursuant to Access to Privileged Information.''

The debate continued.

The question was put on the amendment and, pursuant to Order made Thursday, October 27, 1994, the recorded division was deferred until Tuesday, November 1, 1994, at the expiry of the time provided for Government Orders.
