MINUTES OF PROCEEDINGS

Meeting No. 3

Tuesday, November 19, 2002

The Standing Committee on Agriculture and Agri-Food met at 9:10 a.m. this day, in Room 362, East Block, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Garry Breitkreuz, Murray Calder, Claude Duplain, Mark Eyking, Charles Hubbard, Larry McCormick, Dick Proctor, Bob Speller, Paul Steckle and Rose-Marie Ur.

In attendance: From the Library of Parliament: Jean-Denis Fréchette, Principal and Frédéric Forge, Analyst.

Witnesses: From the Canadian Horticultural Council: Dean Thomson, Chairman, Crop, Plant Protection and Environment Committee. From the Pest Management Regulatory Agency: Janice Hopkins, Director, Alternative Strategies and Regulatory Affairs Division; Dr. Imme Gerke, Minor Use Advisor.

The Committee proceeded to discuss its future business.

By unanimous consent, it was agreed,- That the Honourable Lyle Vanclief, Minister of Agriculture and Agri-Food Canada, appear before the Committee on November 28, 2002 at 08:30 a.m.

Pursuant to the Standing Order 108(2), The Committee proceeded to the consideration of the Government Response to the Third Report of the Committee (Registration of Pesticides and the Competitiveness of Canadian Farmers) of the 1st Session, 37th Parliament.

Dean Thomson made an opening statement and answered questions.

David L. Anderson moved,- That the Committee decline to hear the PMRA presentation regarding the Government Response to its Third Report until such time as Dr. Claire Franklin, Executive Director of PMRA appear before the Committee and that the Chair of the Committee expedite the Director’s appearance.

After debate, the question being put on the motion, it was agreed to.

At 10:10 a.m., the Committee adjourned to the call of the Chair.
