MINUTES OF PROCEEDINGS

Meeting No. 2

Thursday, November 7, 2002

The Standing Committee on Agriculture and Agri-Food met at 9:05 a.m. this day, in Room 269, West Block, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Garry Breitkreuz, Murray Calder, Howard Hilstrom, Charles Hubbard, Louis Plamondon, Dick Proctor, Bob Speller, Paul Steckle and Rose-Marie Ur.

Acting Member present: Joe Fontana for Rick Laliberte.

In attendance: From the Library of Parliament: Jean-Denis Fréchette, Principal and Frédéric Forge, Analyst.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of Routine Motions.

Rick Borotsik moved,- That the Chair, the two Vice-Chairs, the Parliamentary Secretary and a representative of the Canadian Alliance, the Bloc Québécois, the New Democratic Party and the Progressive Conservative Party, do compose the Sub-Committee on Agenda and Procedure.

After debate, the question being put on the motion, it was agreed to.

By unanimous consent, it was agreed,- That the Committee retain the services of one or more analysts from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

By unanimous consent, it was agreed,- That the Chair be authorized to hold meetings to receive evidence and public evidence when a quorum is not present provided that at least five (5) members are present including a member of the Opposition.

By unanimous consent, it was agreed,- That, if requested, a reasonable travel, accommodation and living expenses be reimbursed to witnesses not exceeding two (2) representatives per organization; and that, in exceptional circumstances, payment for more representatives be at the discretion of the Chair.

Dick Proctor moved,- That witnesses be given up to ten (10) minutes for their opening statement; that at the discretion of the Chair, during the questioning of the witnesses, there be allocated seven (7) minutes for the first questioner of each party; and that thereafter five (5) minutes be allocated to each subsequent questioner (alternating between Government and Opposition parties).

After debate, the question being put on the motion, it was agreed to.

By unanimous consent, it was agreed,- That except for amendments to bills, 48 hours’ notice be given before any substantive motion is considered by the Committee; and,

That the motion be filed with the Clerk of the Committee and circulated to members in both official languages.  Upon receipt of the notice, the Clerk shall put the motion on the agenda of the Committee’s next meeting.

By unanimous consent, it was agreed,- That the Clerk of the Committee be authorized to distribute to the members of the Committee documents only when they exist in both official languages.

By unanimous consent, it was agreed,- That one copy of the transcript of all In Camera meetings be kept in the Committee Clerk’s office for consultation by members of the Committee.

By unanimous consent, it was agreed,- That the Clerk of the Committee be authorized to make the necessary arrangements to provide for working meals for the Committee (and its Sub-Committee).

By unanimous consent, it was agreed,- That the Committee proceed to sit In Camera for the consideration of its future business.

By unanimous consent, it was agreed,- That the Committee consider the Government Response tabled on October 4, 2002, to the Committee’s Third Report (Registration of Pesticides and the Competitiveness of Canadian Farmers) of the 1st Session, 37th Parliament.

By unanimous consent, it was agreed,- That the Committee consider the Government Response tabled on November 8, 2002, to the Committee’s Fifth Report (The Future Role of the Government in Agriculture) of the 1st Session, 37th Parliament.

By unanimous consent, it was agreed,- That the Committee study the occurrence of tuberculosis in the elk and deer herds in Riding Mountain National Park, Manitoba.

By unanimous consent, it was agreed,- That the Committee study the impact of the Kyoto Protocol on agriculture in Canada.

By unanimous consent, it was agreed,- That the Committee examine Agriculture Canada’s Agricultural Policy Framework (APF) and that the Minister of Agriculture and Agri-Food and other witnesses be requested to appear before the Committee.

By unanimous consent, it was agreed,- That the Chair forward a letter concerning the financing of veterinary colleges in Canada to the Minister of Agriculture and Agri-Food Canada.

By unanimous consent, it was agreed,- That members submit to the Clerk, suggestions for witnesses to be called for the Committee’s studies agreed to today, by Tuesday, November 12, 2002.

At 10:15 a.m., the Committee adjourned to the call of the Chair.
