Background

During debate on a motion for time allocation at third reading of Bill C-74 (Representation Act, 1985), Mr. Foster (Algoma) rose on a point of order and moved "That the Member for Gander-Twillingate be now heard". The Speaker ruled the motion in order and put the question to the House, whereupon a recorded division was requested. While the bells were ringing, the two hours provided for consideration of the motion for time allocation expired. The Speaker ruled on the situation immediately.

What is the procedure to be followed if the division bells are ringing on another question when the time provided for consideration of a time allocation motion expires?

The motion under which the division bells originally rang lapses, and every question necessary to dispose of the time allocation motion is put.

Reasons given by the Speaker

There is no choice but for the Chair to interrupt the bells and advise the House that the two hours provided for consideration of the time allocation motion have expired.
