Petition to the Government of Canada

Whereas:
  • The proposed 60 km route for Highway 413 would cut through 2,000 acres of farmland, 85 waterways, 220 wetlands, and the habitats of 29 federally listed threatened and endangered species, which must be protected as per the Federal Fisheries Act and the Species at Risk Act;
  • The absence of meaningful consultation with Indigenous communities on the Highway 413 project undermines the principles of reconciliation and jeopardises Indigenous rights;
  • Canadians have expressed profound disappointment with the current approach to the Highway 413 project;
  • Comprehensive federal environmental assessment (EA) could mitigate potential environmental harm and ensure sustainable development;
  • The federal government has a responsibility for overseeing responsible, predictable, and constitutionally robust, environmental review; and
  • The cancellation of the Highway 413 EA is neither warranted nor advisable in response to recent legal developments.
We, the undersigned, citizens of Canada, call upon the Government of Canada to:
1. Ensure they use every tool available to them to assess and protect Indigenous rights as well as the area impacted by the proposed Highway 413 to protect the Greenbelt, farmland, and natural ecosystems including identified Species-at-Risk;
2. Ensure duty to consult with Indigenous communities is satisfied and commit to actioning their recommendations;
3. Restore and repair the federal Impact Assessment Act, to ensure it will allow for joint federal-provincial reviews;
4. Not issue permits where the survival of species at risk is threatened; and
5. Adhere to obligations under the federal Fisheries Act and Species at Risk Act for the protection of at-risk species.
