Petition to the House of Commons

Whereas:
  • Over 15 reviews were conducted of the RCMP and its culture in the past decade, resulting in 200 plus recommendations for reform, of which few have been implemented;
  • To date, there is still no reform to RCMP accountability procedures, and a culture of harassment remains entrenched in the force with the RCMP leaders unwilling to implement systemic change;
  • RCMP Management Advisory Board was established in January 2019 to investigate persistent allegations of chronic workplace harassment and related civilian claims; and
  • Any recommendations the RCMP Management Advisory Board gives to the RCMP are non-binding and therefore without any legitimacy or power to enact change.
We, the undersigned, citizens and residents of Canada, call upon the House of Commons to establish an independent investigation body for RCMP members and employees, with civilian oversight and subject matter expertise to investigate RCMP member and employee complaints and allegations in a timely and accountable manner.
