Petition to Canada’s Minister of Transport

Whereas:

  • The intersection of Grand Rang Road and Highway 116 in Sainte-Marie-Madeleine is a high accident area;
  • There have been several fatal accidents at this intersection since the beginning of the year;
  • This intersection is problematic because of the railway alignment;
  • Grand Rang Road and Highway 116 are the responsibility of Transport Canada;
  • Only Transport Canada and Canadian National have the authority to make changes such as upgrading the track and adding a traffic light and “prepare to stop” sign;
  • The municipalities of Sainte-Marie-Madeleine and Sainte-Madeleine have passed several resolutions calling on Transport Canada and Canadian National to take action;
  • Requests from the municipalities of Sainte-Marie-Madeleine and Sainte-Madeleine for meetings with Transport Canada and Canadian National have gone unanswered since a November 2018 meeting, which did not result in a solution.

We, the undersigned citizens of Quebec, call upon Canada’s Minister of Transport to immediately hold a meeting with the municipalities of Sainte-Marie-Madeleine and Sainte-Madeleine, Canadian National, the Quebec Department of Transport, the office of the Member of Parliament for Saint-Hyacinthe—Bagot and the office of the Member of the National Assembly for Borduas to come up with a quick solution to make the intersection of Grand Rang Road and Highway 116 in Sainte-Marie-Madeleine safer.

Transport Canada works to promote a safe and secure, efficient and environmentally responsible transportation system in Canada.  While the Department is not directly responsible for all aspects of transportation or for all modes of transportation, it encourages responsible parties to work together to ensure that all parts of Canada's transportation system operate safely and effectively together. 

To improve the safety of grade crossing, Transport Canada introduced the Grade Crossings Regulations which clarify the roles and responsibilities of railway companies and road authorities, and establish enforceable safety standards for grade crossings.

The safety of the intersection of Grand-Rang Road and Provincial Route 116 in Sainte Marie Madeleine, Quebec and the safety of the railway grade crossing on Grand-Rang Road, located in close proximity to this intersection, are the responsibility of the road authorities and the Canadian National Railway company. 

Transport Canada is aware that serious accidents that have occurred in recent years at the intersection Grand-Rang Road and Provincial Route 116. As the safety of this road intersection falls under provincial jurisdiction, in this case the Quebec Ministry of Transport, Transport Canada encourages the railway company and the community to seek solutions through collaborative approaches.

In order to improve railway safety, including the safety at grade crossings, Transport Canada established the Rail Safety Improvement Program (RSIP).  RSIP provides funding in the form of grants and contributions to improve rail safety and reduce injuries and fatalities related to rail transportation.  RSIP is accepting applications for infrastructure, technology and research projects for 2023-2024 funding. The deadline for applications is August 1, 2022 at 11:59pm (PDT).
