With regard to government loans and other financial support provided since January 1, 2025, to Arctic Canadian Diamond Company Ltd. : (a) what is the total amount of funding approved or disbursed through (i) the Large Enterprise Tariff Loan facility, (ii) other federal programs, broken down by each; (b) on what exact date was each agreement for the funding signed, and on what dates was funding disbursed; (c) what are the details of each funding agreement, including the amount of funding, the type of funding, the interest rates, the repayment schedule, the maturity date, the security or collateral provided, any guarantees, and any covenants or performance requirements; (d) what specific conditions or stipulations, if any, were attached to the funds regarding the protection or continuation of jobs, payments to contractors or suppliers, regulatory compliance, or payments under Impact and Benefit Agreements with Indigenous groups; (e) did the government require, as a condition of the funding, that Impact and Benefit Agreement payments to Indigenous nations or organizations and payments to contractors be maintained or prioritized, and, if so, what are the details of these stipulations and any monitoring or enforcement mechanisms; (f) what oversight, reporting requirements, or audits has the government put in place to ensure compliance with the funding terms; (g) as of the most recent date available, has the recipient been in compliance with all conditions, particularly regarding Impact and Benefit Agreement payments and contractor payments, and, if not, what actions has the government taken; (h) what is the current status of the funding (outstanding balance, any defaults, restructuring, or implications of the company entering creditor protection or Companies' Creditors Arrangement Act proceedings); (i) what analysis regarding the financial viability of the mine and the risks to taxpayers did the government conduct prior to approving the funds; and (j) are there any conditions or restrictions on executive compensation or management bonus payments in any of the agreements with the company, and, if so, under what agreements do these restrictions exist? |
