With regard to the Canada Mortgage and Housing Corporation's Mortgage Loan Insurance Select program and its application to seniors housing: (a) what is the rationale for requiring a minimum of 50 units or beds for retirement homes to qualify for Mortgage Loan Insurance Select while only requiring five units for other types of multi-family housing; (b) how many applications for Mortgage Loan Insurance Select financing have been received from retirement homes or seniors housing providers since the program's launch on March 7, 2022, overall and broken down by (i) year, (ii) province or territory, (iii) number of units or beds proposed; (c) what is the breakdown of (b) by how many applications were (i) approved, (ii) denied, (iii) withdrawn, (iv) received but are still awaiting a decision; (d) what is the total value of Mortgage Loan Insurance Select financing approved for retirement homes or seniors housing projects since March 7, 2022; (e) has the government conducted any analysis of how the 50-unit minimum threshold affects the ability of smaller seniors housing providers to access Mortgage Loan Insurance Select benefits, and, if so, what were the findings; (f) has the government analyzed reducing or eliminating the 50-unit minimum for retirement homes to align with the five-unit threshold for other housing types, and, if so, what were the results of that analysis; (g) what is Canada Mortgage and Housing Corporation's rationale for requiring the same stabilized occupancy and revenue criteria for retirement homes versus other mainstream apartment buildings or condominiums, even though seniors homes are developed and operated significantly differently from other types of multi-unit residential buildings; and (h) what are the details, including dates, participants and descriptions, of any consultations the Canada Mortgage and Housing Corporation conducted with seniors housing providers, industry associations, or advocacy groups regarding the Mortgage Loan Insurance Select eligibility criteria for retirement homes? |
