One of the Liaison Committee’s main responsibilities is to apportion the funds, allocated by the Board of Internal Economy (BOIE) for this purpose, which are required to conduct the activities of standing committees. These activities include the examination of selected matters in greater depth than is possible in the House of Commons and committees may report conclusions of those examinations, including recommendations, to the House. Committees undertake studies in four general areas: the Estimates, legislation, Order in Council appointments, and subject matter studies. In order to conduct these studies, committees may choose to hear from witnesses in Ottawa or may travel to other locations. In recent years, the Liaison Committee has initiated various updates to the administrative practices and funding policies that govern the activities of standing committees. In June 2013, the members of the Liaison Committee approved the implementation of management best practices to ensure available budgets and standing committee expenditures meet expectations regarding the value of goods and services received. To that end, this document gives Members of Parliament and the general public a clearer view of committee activities, and the related expenditures, approved by committee members. This information complements the up-to-date information provided to committee chairs on a monthly basis. In addition, the report also provides some general metrics regarding the number of: meetings, meeting hours, reports, and witnesses. The Liaison Committee’s intention is to continue presenting such reports three times per fiscal year, for each of the following periods: April 1 to June 30, July 1 to December 31 and January 1 to March 31. However, due to the 42nd federal election period that fell during this fiscal year, exceptionally the present report will cover only two periods: from April 1, 2015 to August 2, 2015 (dissolution of Parliament) and from December 3, 2015 (opening of Parliament) to March 31, 2016. During the 2015-16 fiscal year, a total of 475 committee meetings were held, 1,492 witnesses were heard and 107 reports were presented to the House. STANDING COMMITTEE ON ABORIGINAL AFFAIRS AND NORTHERN DEVELOPMENT (AANO)From April 1 to August 2, 2015, the Committee concluded its study of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act. The Committee also continued its study of Access to Capital, presenting its interim report to the House of Commons on June 9. On February 4, 2016, the Committee held its first meeting of the 42nd Parliament and elected Andy Fillmore as Chair. The Committee held multiple briefing sessions with various national aboriginal organizations, including the Assembly of First Nations, the Land Claims Agreements Coalition, the Métis National Council, the Congress of Aboriginal Peoples, the National Association of Friendship Centres, and the Inuit Tapiriit Kanatami. On February 25, the Committee held a briefing with the Library of Parliament on the estimates process. On March 10, the Minister of Indigenous and Northern Affairs appeared before the Committee for a briefing on the Ministerial Mandate. On the same date, the Committee also considered the Supplementary Estimates (C) 2015-16. On March 21, the Committee presented its First Report to the House on the Supplementary Estimates (C) 2015-16. STANDING COMMITTEE ON ACCESS TO INFORMATION, PRIVACY AND ETHICS (ETHI)In the period from April 1 to August 2, 2015, the Committee completed its study of the Growing Problem of Identity Theft and its Economic Impact, presenting its Seventh Report to the House on May 26. In the course of this study, the Committee held 13 meetings and heard from 39 witnesses. In addition, the Committee held a hearing with the four Officers of Parliament under its mandate to examine the Main Estimates 2015-2016 and presented its Eighth Report to the House on May 26. The Committee met for the first time of the 42nd Parliament on February 4, 2016, and elected Blaine Calkins as Chair of the Committee. After holding a Briefing session with the Information, Privacy, Lobbying, and Conflict of Interest and Ethics Commissioners on February 23 to discuss a work plan, the Committee initiated two studies it plans to conduct in parallel for the next few months: one on the Access to Information Act and the other on the Privacy Act. From February 23 to March 31, the Committee held three meetings on the Access to Information Act and one on the Privacy Act with thirteen and three witnesses respectively. STANDING COMMITTEE ON AGRICULTURE AND AGRI-FOOD (AGRI)From April 1 to August 2, 2015, the Committee studied the Main Estimates 2015-2016. The Committee also concluded its study of Promoting Domestic Trade of Agricultural Products by Reducing Interprovincial Barriers, presenting its Ninth Report to the House of Commons on June 4. Pat Finnigan was elected Chair of the Committee on February 3, 2016, during its first meeting of the 42nd Parliament. On February 24, the Committee held a Briefing Session to Provide an Overview of the Canadian Agriculture and Agri-Food System. STANDING COMMITTEE ON CANADIAN HERITAGE (CHPC)From April 1 to August 2, 2015, the Committee studied Bill S-219, An Act respecting a national day of commemoration of the exodus of Vietnamese refugees and their acceptance in Canada after the fall of Saigon and the end of the Vietnam War and reported it back to the House without amendment on April 2. Additionally, the Committee studied Bill C-597, An Act to amend the Holidays Act (Remembrance Day) and reported it back to the House with amendment on May 28. After hearing from 51 witnesses over the course of eight meetings, the Committee completed its Review of the Canadian Feature Film Industry and presented its 14th report to the House on June 9. The Committee also considered the Main Estimates 2015‑2016 and the Subject Matter of Supplementary Estimates (C) 2014-15. Furthermore, the Committee presented its 15th report to the House on June 10 after conducting a study of Dance in Canada. On February 4, 2016, the Committee held its first meeting of the 42nd Parliament and elected the Honorable Hedy Fry as Chair. It commenced afterwards a study on The Media and Local Communities, holding as of March 31, three meetings and hearing from 23 witnesses, including testimony from officials from the Department of Heritage, the CRTC and the Competition Bureau. STANDING COMMITTEE ON CITIZENSHIP AND IMMIGRATION (CIMM)Between April 1 and August 2, 2015, the Committee continued its consideration of Bill S-7, An Act to amend the Immigration and Refugee Protection Act, the Civil Marriage Act and the Criminal Code and to make consequential amendments to other Acts and subsequently reported the Bill back to the House without amendment. The Committee also reported on its study of Promoting Economic Prosperity through Settlement Services. In addition, the Committee also considered the Main Estimates 2015-2016 as well as the Subject Matter of clauses 168 to 176 of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures. On February 16, 2016, Borys Wrzesnewskyj was elected Chair of the Committee during its first meeting of the 42nd Parliament. The Committee began a study on the Situation Facing Nationals of Haiti and Zimbabwe, hearing from officials from the Department of Citizenship and Immigration, as well as witnesses from the Haitian community in Montreal. The Minister of Immigration, Refugees and Citizenship appeared before the Committee twice: once on February 23, for a Briefing on the Ministerial Mandate Letter, and once on March 10, for the Committee’s study of the Supplementary Estimates (C) 2015-16, following which the Committee presented its First Report to the House on March 22. STANDING COMMITTEE ON ENVIRONMENT AND SUSTAINABLE DEVELOPMENT (ENVI)In the period between April 1 and August 2, 2015, the Committee continued its study concerning Licensed Hunting and Trapping in Canada and considered and adopted a report on the study which was presented to the House on June 17. The Committee commenced a study of The Role of the Private Sector in Canada in Showing Leadership by Partnering with Not for Profit Organizations to Undertake Local Environmental Initiatives. Furthermore the Committee studied the Main Estimates 2015-2016 and reported back to the House on May 27. On February 4, 2016, Deborah Schulte was elected Chair of the Committee during its first meeting of the 42nd Parliament. The Committee held a briefing with the Department of the Environment, the Parks Canada Agency, the Canadian Environmental Assessment Agency and the Office of the Commissioner of the Environment and Sustainable Development. They only present reports to the relevant standing committees. STANDING COMMITTEE ON FINANCE (FINA)From April 1 to August 2, 2015, the Committee held 14 meetings. It concluded its study on Terrorist Financing in Canada and Abroad and presented its 13th Report to the House on June 18. It also concluded its study on the Canadian Renminbi Trading Centre and presented its Eleventh Report on June 8. The Committee presented another report on June 8 following its study on the Impact of Low Oil Prices on the Canadian Economy. The Committee also held hearings on the budget bill, Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures, and concluded by reporting it back to the House without amendment on June 5. In accordance with its previously adopted motion, the Committee heard from the Governor of the Bank of Canada on the Report of the Bank of Canada on Monetary Policy, and from the Office of the Parliamentary Budget Officer on the Economic and Fiscal Outlook. It also considered the 2015-2016 Main Estimates, reporting it back to the House on May 13. The Committee launched its pre-budget consultations 2015, which were open to the public (individuals and organizations). Given the special circumstances as it being an election year, the Committee adopted a motion inviting the future finance committee to review the documentation received over the summer in the event an election is called in fall 2015. On May 11, the House adopted the Committee’s Eighth Report on its conclusions of the pre-budget consultations 2014. The Honorable Wayne Easter was elected Chair of the Committee on February 4, 2016, during its first meeting of the 42nd Parliament. The Committee then held a shortened version of the Pre-Budget Consultations 2016 study from February 16 to 19, during which it heard 92 witnesses, among them the Minister of Finance and departmental officials. The Committee also received 230 briefs on this study. The Committee presented its First report, an interim report on the Pre-Budget Consultations 2016, to the House on February 26. The Committee then presented its Second Report, its final report on the Pre-Budget Consultations 2016, to the House on March 11. STANDING COMMITTEE ON FISHERIES AND OCEANS (FOPO)The Committee adopted a motion on March 3, 2015, to undertake a study of Recreational Fishing in Canada. The study was to examine, among other things, the cultural and economic contribution of recreational fishing across Canada. The Committee began its public consultation on March 31 and heard from 39 witnesses over 12 meetings, including wildlife federations, anglers and hunters, fishing associations and some environment management councils. On April 23, the Committee studied the Main Estimates 2015-2016, and heard from the Minister of Fisheries and Oceans and departmental officials on Bill S‑3, An Act to amend the Coastal Fisheries Protection Act. On April 28, Committee completed clause by clause consideration of the Bill and reported it back to the House with amendments on April 29. Scott Simms was elected Chair of the Committee on February 16, 2016, during its first meeting of the 42nd Parliament. On February 23, the Committee held a Briefing Session to Provide an Overview of the Canadian Coast Guard and its Mandate. On February 25, the Committee held a Briefing Session to Provide an Overview of the Department of Fisheries and Oceans and its Mandate. STANDING COMMITTEE ON FOREIGN AFFAIRS AND INTERNATIONAL DEVELOPMENT (FAAE)In the period from April 1 to August 2, 2015, the Committee held multiple meetings in the pursuit of its studies of the Protection of Children and Youth in Developing Countries and the Situation in Hong Kong. In addition, the Committee launched a new study Towards the Next North American Leaders’ Summit. On April 2, the Minister of Foreign Affairs, the Minister of International Development and Minister for La Francophonie, and the Minister of State (Foreign Affairs and Consular) appeared before the Committee in connection with its study of the Main Estimates 2015-2016, and it reported to the House on May 25. On April 20, the Committee received a parliamentary delegation from Afghanistan in an informal gathering held jointly with the Standing Committee on National Defence. The Committee continued its monitoring of the Situation in Ukraine with a briefing from departmental officials on April 21. Two groups appeared before the Committee on June 4 to provide a briefing on Global Action Against Malaria. The Committee also completed its outstanding studies and presented reports to the House on the following studies: Hong Kong’s Democratic Future, North America: Giving the Continent the Attention it Deserves, and Beyond Survival: Protecting and Empowering Children and Youth. In each case, the Committee requested a comprehensive response from the government, pursuant to Standing Order 109. From April 1 to August 2, 2015, the Subcommittee on International Human Rights held meetings and issued statements on Human Rights Situation in Vietnam, Human Rights Situation in Iran, Human Rights Situation in North Korea, Human Rights Situation in Mexico, Human Rights Situation in Eritrea, and Sexual Violence and Persecution of Religious Minorities in the Syrian Conflict. In addition, the Subcommittee also produced a report on the Aftermath of the Rwandan Genocide: A Study of the Crisis of Children Born of Rape, which was adopted by the Committee and presented to the House on May 25. On February 4, 2016, the Honorable Robert Nault was elected Chair of the Committee during its first meeting of the 42nd Parliament. The Committee held a Briefing with appropriate officials from Global Affairs Canada to provide members with an update on current concerns within their mandate related to foreign affairs and international development. STANDING COMMITTEE ON PROCEDURE AND HOUSE AFFAIRS (PROC)From April 1 to August 2, 2015, the Committee resumed and completed its Review of the Conflict of Interest Code for Members of the House of Commons, presenting its 39th Report to the House on June 11. The Committee also considered the 2015-2016 Main Estimates of the House of Commons and of the Chief Electoral Officer, and the Supplementary Estimates (A), 2015-2016, for the House of Commons. The Committee also began its consideration of Bill C‑50, An Act to amend the Canada Elections Act. It held five meetings to hear witnesses on the bill. Following the adoption by the House of the Committee’s 33rd Report on establishing an e‑petition system, the Committee held a Briefing on the Implementation of the E-Petition System on May 26. During the same period, the Committee adopted the report of the Subcommittee on a Code of Conduct for Members, for which on June 8 it presented to the House its 38th Report, which the House concurred in on June 9. The Committee also resumed consideration of Motion M-431, Election of Committee Chairs, hearing from the motion’s sponsor during its meeting of June 16. During the same period, the Subcommittee on a Code of Conduct for Members completed its study of a code of conduct for Members with the presentation to the full committee of a report recommending a code of conduct for Members concerning sexual harassment. As well, the Subcommittee on Private Members’ Business reviewed private members’ bills and motions added to the Order of Precedence. Following the opening of the 42nd Parliament, the membership of the Standing Committee on Procedure and House Affairs was established by the House on December 4, 2015. On December 8, 2015, the Committee held its organization meeting and, by secret ballot, elected the Honorable Larry Bagnell as its Chair. From December 8 to March 31, 2016, the Committee held 13 meetings and presented six reports. The First Report, presented and concurred in on January 29, established the membership of standing committees and House membership of standing joint committees. On January 28, the Government House Leader appeared before the Committee to discuss the Ministerial Mandate. Following a Briefing with the Conflict of Interest and Ethics Commissioner, the Committee presented its Fourth Report on matters related to the Conflict of Interest Code for Members of the House of Commons, which was concurred in by the House on March 7. Also, the Committee examined Order in Council Appointments of the Chair and Federal Members of the Independent Advisory Board for Senate Appointments and held a related hearing with the Minister of Democratic Institutions. The Committee examined and approved the Supplementary Estimates (C) 2015-16, and presented its Fifth Report to the House on March 9. In addition, the Committee undertook a study of Initiatives toward a family-friendly House of Commons, holding two meetings during the current reporting period, with more planned. The Subcommittee on Private Members’ Business met pursuant to Standing Order 91.1 on March 24. Its recommendations were presented to the House in the Committee’s Sixth Report , which was deemed concurred in on March 24. STANDING COMMITTEE ON PUBLIC ACCOUNTS (PACP)Between April 1 and August 2, 2015, the Committee presented reports to the House on three additional chapters of the Fall 2014 Report of the Auditor General: Chapter 3—Mental Health Services for Veterans, Chapter 5—Support to the Automotive Sector and Chapter 6—Nutrition North Canada—Aboriginal Affairs and Northern Development Canada. The Committee also held meetings and reported to the House on four chapters of the Spring 2015 Report of the Auditor General: Chapter 2—Required Reporting by Federal Organizations, Chapter 3—Tax-Based Expenditures, Chapter 4—Access to Health Services for Remote First Nations Communities and Chapter 5—Information Technology Investments—Canada Border Services Agency. During this period the Committee also studied the Main Estimates 2015-2016 and undertook a study of Main Estimates 2015-2016: Report on Plans and Priorities for 2015-2016 and Performance Report for 2013-14 of the Office of the Auditor General of Canada presenting its 19th Report to the House on June 8. The Honorable Kevin Sorenson was elected Chair of the Committee during its first meeting of the 42nd Parliament on February 16, 2016. The Committee began a study of the Fall 2015 Report of the Auditor General of Canada. It considered Chapter 4, Information Technology Shared Services; and Chapter 5, Canadian Armed Forces Housing. As part of these studies, the Auditor General of Canada, as well as senior officials from the audited departments, appeared before the Committee. STANDING COMMITTEE ON PUBLIC SAFETY AND NATIONAL SECURITY (SECU)From April 1 to August 2, 2015, the Committee completed its study of Bill C-51, An Act to enact the Security of Canada Information Sharing Act and the Secure Air Travel Act, to amend the Criminal Code, the Canadian Security Intelligence Service Act and the Immigration and Refugee Protection Act and to make related and consequential amendments to other Acts, and reported the Bill back to the House with amendments on April 2. The Committee also studied Bill C-42, An Act to amend the Firearms Act and the Criminal Code and to make a related amendment and a consequential amendment to other Acts, and reported the Bill back to the House with one amendment on May 6. The Committee studied Bill C-637, An Act to amend the Criminal Code (firearms storage and transportation), and reported the Bill back to the House without amendment on June 3. The Committee studied the Subject matter of Division 2 (Prevention of Terrorist Travel Act) of Part 3, and Division 10 (Parliamentary Protective Service) of Part 3 of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures. The Committee also considered the Main Estimates 2015-2016 and reported the same back to the House on May 13. Lastly, the Committee met with an interparliamentary delegation from the Czech Republic on May 28. On February 4, 2016, Robert Oliphant was elected Chair of the Committee during its first meeting of the 42nd Parliament. The Committee studied the Supplementary Estimates (C) 2015-16, presenting its First Report to the House on March 9. Following two Briefings from the Department, the Committee initiated a study of Operational Stress Injuries/Post Traumatic Stress Disorder in Public Safety Officers and First Responders. STANDING COMMITTEE ON THE STATUS OF WOMEN (FEWO)Between April 1 and August 2, 2015, the Committee resumed and concluded three substantive studies. The Committee presented its Sixth Report to the House on April 20, entitled Economic Leadership and Prosperity of Canadian Women. The Committee also completed its study of Promising Practices to Prevent Violence Against Women and Girls. During its study, the Committee heard from 48 witnesses over 11 meetings, and reported its findings to the House on June 4, in its Seventh Report. The Committee also continued its study of Women in Skilled Trades and Science, Technology, Engineering and Mathematics Occupations, hearing testimony from 30 witnesses, and presented its Eighth Report to the House on June 11. Finally, the Committee reported the Main Estimates 2015-2016 to the House on May 14. On February 4, 2016, Marilyn Gladu was elected Chair of the Committee during its first meeting of the 42nd Parliament. The Committee held a Briefing Session on Status of Women Canada, hearing from four witnesses. Additionally the Committee held a Briefing by the Minister of Status of Women Canada, and a Briefing on the 2015 Fall Reports of the Auditor General of Canada: Report 1 – Implementing Gender-Based Analysis. STANDING COMMITTEE ON TRANSPORT, INFRASTRUCTURE AND COMMUNITIES (TRAN)From April 1 to August 2, 2015, the Committee considered Bill C-52, An Act to amend the Canada Transportation Act and the Railway Safety Act. On May 4, the Committee reported the Bill to the House with amendments. The Committee also began and completed a study of Updating Infrastructure in Canada: An examination of needs and investments. During the course of the study, the Committee met with 15 organizations and one individual over eight meetings and presented its Ninth Report on June 17. Finally, on June 11, the Committee held a Briefing of the Department of Transport on the implementation of the recommendations in Chapter 7 of the 2013 Fall Report of the Auditor General of Canada. On February 3, the Committee elected the Honorable Judy A. Sgro as its Chair during its first meeting of the 42nd Parliament. The Minister of Infrastructure and Communities and the Minister of Transport appeared before the Committee in separate hearings to speak to their respective mandate letters. The Committee considered the Supplementary Estimates (C) 2015-16 and the Main Estimates 2016-17, and reported the same to the House in its First and Second Reports. LIAISON COMMITTEE (LIAI)The Liaison Committee is composed of the Chairs of all the standing committees and the House Chairs of standing joint committees. Its main responsibility is to apportion funds to standing committees from the money allocated for that purpose by the Board of Internal Economy, a responsibility usually delegated to the Subcommittee on Committee Budgets (SBLI). The Committee met once between April and June 2015 to discuss various administrative matters, including an update on the pilot project on paperless committees. The Committee adopted its Sixth Report on Committee Activities and Expenditures from April 1, 2014, to March 31, 2015, and presented it to the House on June 15. The Subcommittee met once to examine a budget request for committee travel. The Committee held its first meeting of the 42nd Parliament on February 24, 2016, in order to elect its Chair, the Hon. Judy A. Sgro, and its Vice-Chair, Tom Lukiwski. The Committee also considered administrative matters, such as the creation of the Subcommittee on Committee Budgets.
