One of the Liaison Committee’s main responsibilities is to apportion the funds, allocated by the Board of Internal Economy (BOIE) for this purpose, which are required to conduct the activities of standing committees. These activities include the examination of selected matters in greater depth than is possible in the House of Commons and committees may report conclusions of those examinations, including recommendations, to the House. Committees undertake studies in four general areas: the Estimates, legislation, Order in Council appointments, and subject matter studies. In order to conduct these studies, committees may choose to hear from witnesses in Ottawa or may travel to other locations. In recent years, the Liaison Committee has initiated various updates to the administrative practices and funding policies that govern the activities of standing committees. In June 2013, the members of the Liaison Committee approved the implementation of management best practices to ensure available budgets and standing committee expenditures meet expectations regarding the value of goods and services received. To that end, this document gives members of Parliament and the general public a clearer view of committee activities, and the related expenditures, approved by committee members. This information complements the up-to-date information provided to committee chairs on a monthly basis. In addition, the report also provides some general metrics regarding the number of: meetings, meeting hours, reports, and witnesses. The Liaison Committee’s intention is to continue presenting such reports three times per fiscal year, for each of the following periods: April 1 to June 30, July 1 to December 31 and January 1 to March 31. However, due to the 42nd federal election period that fell during this fiscal year, exceptionally the present report will cover the period from April 1, 2015 to August 2, 2015 (dissolution of Parliament). During this period, a total of 275 committee meetings were held, 917 witnesses were heard and 81 reports were presented to the House. We hope this report, which covers the period April 1, 2016 to August 31, 2016, will provide invaluable information on the activities of committees, thus giving a better sense of their important work on behalf of Canadians. STANDING COMMITTEE ON CANADIAN HERITAGE (CHPC)From April 1 to August 2, 2015, the Committee studied Bill S-219, An Act respecting a national day of commemoration of the exodus of Vietnamese refugees and their acceptance in Canada after the fall of Saigon and the end of the Vietnam War and reported it back to the House without amendment on April 2. Additionally, the Committee studied Bill C-597, An Act to amend the Holidays Act (Remembrance Day) and reported it back to the House with amendment on May 28. After hearing from 51 witnesses over the course of eight meetings, the Committee completed its Review of the Canadian Feature Film Industry and presented its 14th report to the House on June 9. The Committee also considered the Main Estimates 2015-2016 and the Subject Matter of Supplementary Estimates (C) 2014-15. Furthermore, the Committee presented its 15th report to the House on June 10 after conducting a study of Dance in Canada. It concluded its study on Terrorist Financing in Canada and Abroad and presented its 13th Report to the House on June 18. It also concluded its study on the Canadian Renminbi Trading Centre and presented its Eleventh Report on June 8. The Committee presented another report on June 8 following its study on the Impact of Low Oil Prices on the Canadian Economy. The Committee also held hearings on the budget bill, Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures, and concluded by reporting it back to the House without amendment on June 5. In accordance with its previously adopted motion, the Committee heard from the Governor of the Bank of Canada on the Report of the Bank of Canada on Monetary Policy, and from the Office of the Parliamentary Budget Officer on the Economic and Fiscal Outlook. It also considered the 2015-2016 Main Estimates, reporting it back to the House on May 13. The Committee launched its pre-budget consultations 2015, which were open to the public (individuals and organizations). Given the special circumstances as it being an election year, the Committee adopted a motion inviting the future finance committee to review the documentation received over the summer in the event an election is called in fall 2015. On May 11, the House adopted the Committee’s Eighth Report on its conclusions of the pre-budget consultations 2014. STANDING COMMITTEE ON FISHERIES AND OCEANS (FOPO)The Committee adopted a motion on March 3 to undertake a study of Recreational Fishing in Canada. The study was to examine, among other things, the cultural and economic contribution of recreational fishing across Canada. The Committee began its public consultation on March 31 and heard from 39 witnesses over 12 meetings, including wildlife federations, anglers and hunters, fishing associations and some environment management councils. On April 23, the Committee studied the Main Estimates 2015-2016, and heard from the Minister of Fisheries and Oceans and departmental officials on Bill S-3, An Act to amend the Coastal Fisheries Protection Act. On April 28, Committee completed clause by clause consideration of the Bill and reported it back to the House with amendments on April 29. STANDING COMMITTEE ON FOREIGN AFFAIRS AND INTERNATIONAL DEVELOPMENT (FAAE)In the period from April 1 to August 2, 2015, the Committee held multiple meetings in the pursuit of its studies of the Protection of Children and Youth in Developing Countries and the Situation in Hong Kong. In addition, the Committee launched a new study Towards the Next North American Leaders’ Summit. On April 2, the Minister of Foreign Affairs, the Minister of International Development and Minister for La Francophonie, and the Minister of State (Foreign Affairs and Consular) appeared before the Committee in connection with its study of the Main Estimates 2015-2016, and it reported to the House on May 25. On April 20, the Committee received a parliamentary delegation from Afghanistan in an informal gathering held jointly with the Standing Committee on National Defence. The Committee continued its monitoring of the Situation in Ukraine with a briefing from departmental officials on April 21. Two groups appeared before the Committee on June 4 to provide a briefing on Global Action Against Malaria. The Committee also completed its outstanding studies and presented reports to the House on the following studies: Hong Kong’s Democratic Future, North America: Giving the Continent the Attention it Deserves, and Beyond Survival: Protecting and Empowering Children and Youth. In each case, the Committee requested a comprehensive response from the government, pursuant to Standing Order 109. From April 1 to August 2, 2015, the Subcommittee on International Human Rights held meetings and issued statements on Human Rights Situation in Vietnam, Human Rights Situation in Iran, Human Rights Situation in North Korea, Human Rights Situation in Mexico, Human Rights Situation in Eritrea, and Sexual Violence and Persecution of Religious Minorities in the Syrian Conflict. In addition, the Subcommittee also produced a report on the Aftermath of the Rwandan Genocide: A Study of the Crisis of Children Born of Rape, which was adopted by the Committee and presented to the House on May 25. It then completed its study of Health Canada Safety Code 6 for electromagnetic radiofrequency emissions and presented its 13th Report to the House having heard 21 witnesses in three meetings. Additionally, the Committee studied and reported the Main Estimates 2015–16, after hearing the Minister of Health and nine of her senior officials. The Committee also studied Mental Health in Canada, hearing from 23 witnesses in four meetings, and Lung Cancer in Canada, hearing from 14 witnesses in two meetings. STANDING COMMITTEE ON PROCEDURE AND HOUSE AFFAIRS (PROC)From April 1 to August 2, 2015, the Committee resumed and completed its Review of the Conflict of Interest Code for Members of the House of Commons, presenting its 39th Report to the House on June 11. The Committee also considered the 2015–2016 Main Estimates of the House of Commons and the Chief Electoral Officer, and the Supplementary Estimates (A), 2015-2016, for the House of Commons. The Committee also began its consideration of Bill C-50, An Act to amend the Canada Elections Act. It held five meetings to hear witnesses on the bill. Following the adoption by the House of the Committee’s 33rd Report on establishing an e-petition system, the Committee held a Briefing on the Implementation of the E-Petition System on May 26. During the same period, the Committee adopted the report of the Subcommittee on a Code of Conduct for Members, for which on June 8 it presented to the House its 38th Report, which the House adopted on June 9. The Committee also resumed consideration of Motion M-431, Election of Committee Chairs, hearing from the motion’s sponsor during its meeting of June 16. During the same period, the Subcommittee on a Code of Conduct for Members completed its study of a code of conduct for Members with the presentation to the full committee of a report recommending a code of conduct for Members concerning sexual harassment.
