M-680 — March 25, 2011 — Mr. Goldring (Edmonton East) — That, in the opinion of the House, the government should initiate a discussion concerning the construction of a national Holodomor monument in the National Capital Region that would educate Canadians about this tragedy and work to prevent its repetition. M-680 — 25 mars 2011 — M. Goldring (Edmonton-Est) — Que, de l’avis de la Chambre, le gouvernement devrait amorcer des discussions pour la construction d’un monument commémoratif national de l’Holodomor dans la capitale nationale en vue de sensibiliser les Canadiens à cette tragédie et d’empêcher qu’elle ne se répète.
M-681 — March 25, 2011 — Mr. Cotler (Mount Royal) — That, in the opinion of the House, the government should ensure that the United Nations Human Rights Council (UNHRC) upholds its mandate to protect the victims of major human rights violations and hold the major violators of human rights to account by: (a) introducing country-specific resolutions against the major human rights violators, such as Iran and Libya; (b) convening special sessions to address urgent situations of gross human rights violations in the world; (c) protecting freedom of speech and opposing campaigns to silence any discussion of the targeting of vulnerable minorities or women's rights by characterising it as a form of "defamation" and "racism"; (d) protecting equality before the law at the UN and putting an end to the prejudicial practice of singling out one UN member state — Israel — for selective and discriminatory treatment; (e) protecting international due process at the UN by ending the discriminatory practice whereby one member state is the object of more condemnatory resolutions than the rest of the states of the international community combined; (f) remove permanent Agenda Item Number 7 that institutionalizes such discrimination and thereby denies equality before the law and international due process in the UNHRC; (g) defending the rights of human rights NGOs at the council, and preserving their historic role as independent voices that can hold governments to account; (h) opposing the election of human rights violators such as Libya to the council, while encouraging countries with the strongest human rights record to stand for election to the council in their respective regional groups; (i) encouraging positive work of the UN High Commissioner for Human Rights and defending the independent work of the Commissioner against escalating attempts to control her activities and agenda; (j) protecting Special Rapporteurs on human rights issues and defending the council's independent rights monitors from efforts to intimidate them or influence their work; and (k) strengthening the universal periodic review through fair and informed questioning of every country reviewed. M-681 — 25 mars 2011 — M. Cotler (Mont-Royal) — Que, de l'avis de la Chambre, le gouvernement devrait veiller à ce que le Conseil des droits de l'homme des Nations Unies fasse respecter son mandat consistant à protéger les victimes de violations graves des droits de la personne et demande des comptes aux plus grands transgresseurs des droits de la personne : a) en présentant des résolutions spécifiques aux pays qui sont les plus grands transgresseurs des droits de la personne, comme l'Iran et la Libye; b) en convoquant des sessions extraordinaires pour régler les situations urgentes de violations flagrantes des droits de la personne dans le monde; c) en protégeant la liberté de parole et en s'opposant aux campagnes visant à empêcher toute discussion sur le ciblage des minorités vulnérables ou des droits des femmes en caractérisant un tel acte comme étant une forme de « diffamation » et de « racisme »; d) en protégeant le principe d'égalité devant la loi aux Nations Unies et en mettant fin à la pratique préjudiciable consistant à prendre à partie un État membre des Nations Unies – Israël – pour lui réserver un traitement sélectif et discriminatoire; e) en protégeant l'application régulière du droit international aux Nations Unies en mettant un terme à la pratique discriminatoire faisant d’un seul État membre l'objet d’un plus grand nombre de résolutions condamnatoires que le reste des États de la communauté internationale combinés; f) en supprimant le point permanent 7 de l'ordre du jour qui institutionnalise une telle discrimination et bafoue ainsi le principe d'égalité devant la loi et l'application régulière du droit international au Conseil des droits de l'homme des Nations Unies; g) en défendant les droits des ONG se consacrant aux droits de la personne au Conseil, et en préservant leur rôle traditionnel de porte-parole indépendants pouvant demander des comptes aux gouvernements; h) en s'opposant à l'élection au Conseil de transgresseurs des droits de la personne, comme la Libye, tout en encourageant les pays les plus respectueux des droits de la personne à briguer un siège au Conseil au sein de leurs groupes régionaux respectifs; i) en encourageant le travail positif de la haute-commissaire des Nations Unies pour les droits de l'homme et en défendant le travail indépendant de la commissaire contre les tentatives de plus en plus fréquentes pour contrôler ses activités et son programme; j) en protégeant les rapporteurs spéciaux sur les droits de la personne et en défendant les observateurs indépendants du Conseil veillant au respect des droits contre les actes visant à les intimider ou à les influencer; k) en renforçant l'examen périodique universel en soumettant tous les pays examinés à des interrogatoires équitables et éclairés.
