Q-275 — May 27, 2008 — — With regard to the costs of the 2010 Vancouver Olympic Games: (a) what are the direct costs, past and planned, in grants and transfers to the Province of British Columbia (BC) or the governments of any municipalities therein from the federal government; (b) will the federal government be making any financial contribution to the 2010 Olympic Games by way of loans to the BC government or the governments of any municipalities therein and, if so, have these loans already been issued and what are the current and projected total amount of any loans issued by the federal government in this matter; (c) given the existing cost overrun from the 2003 bid forecast, will or has the federal government been providing financial assistance in any way either through direct grants, transfers or loans to the provincial government of BC or the governments of any municipalities therein to cover any additional cost overruns; (d) will the BC government be solely responsible for any additional cost overruns; (e) what are the direct costs in grants and transfers to all non-governmental entities, organizations, committees and agencies associated with the 2010 Vancouver Olympic Games from the federal government; (f) what are the indirect costs to the federal government for the 2010 Olympic Games including (i) direct payment and transfers to the BC provincial government or the governments of any municipalities therein in terms of transportation, logistics and salary costs associated with private and RCMP security for the games, (ii) military security costs for transportation and logistical costs associated with all military security provided for the 2010 Olympic Games; (g) what are other infrastructure costs being born by the federal government including construction, renovation, expansion or improvements of buildings, highways, public transportation or transportation for athletes associated with the 2010 games; and (h) what is the best government estimate at this time for the total cost of the 2010 games to the federal government taking into consideration all aforementioned direct and indirect expenses?

Q-292² — 12 juin 2008 — — En ce qui concerne le recours par le gouvernement à une entreprise privée pour traiter les visas d’immigration : a) combien de centres privés de traitement des demandes de visas fonctionnent à l’étranger, en vertu d'un contrat du gouvernement; b) dans quels pays les demandes de visas canadiens sont-elles traitées par des entreprises privées; c) quelles mesures de sécurité ont été prises afin de protéger le processus contre les abus, le vol ou l’exploitation; d) quelles garanties le gouvernement a-t-il exigées ou obtenues pour s’assurer que les renseignements personnels des demandeurs de visas faisant appel à ces centres d’immigration privés ne soient pas communiqués à des gouvernements étrangers ou à des tiers; e) à quelles conditions le gouvernement accepte-t-il de signer un contrat avec les entreprises privées exploitant un centre de traitement de demandes de visas canadiens à l’étranger; f) quel est le coût total de la sous-traitance de ces services à des entreprises privées, par entreprise, annuellement, et pour la durée du contrat; g) quels sont les noms et les coordonnées de toutes les entreprises qui exploitent ces centres; h) avec lesquels des représentants de ces entreprises le gouvernement a-t-il traité durant le processus d’attribution des contrats; i) pourquoi le gouvernement a-t-il décidé de sous-traiter des services d’immigration au secteur privé et quelle analyse avantages-coûts a-t-il effectuée pour montrer que cette solution offre une meilleure valeur pécuniaire que l’utilisation d’agents d’immigration du Canada; j) quand le processus a-t-il été amorcé et à la demande de qui; k) en quoi les coûts des demandes ont-ils changé là où le gouvernement fait affaire avec des centres d’immigration privés et quels coûts additionnels les centres individuels facturent-ils aux demandeurs éventuels de visas d’immigration depuis la création de ces entreprises privées; l) quelles études, vérifications et évaluations ont été faites avant de confier le traitement des demandes de visas à des entreprises privées; pour ce qui est des études, vérifications et évaluations effectuées par le gouvernement, quels sont le titre et la date de publication de chaque rapport, qui en sont les auteurs principaux et, si le gouvernement a fait appel à des consultants du secteur privé pour les effectuer, qui étaient-ils et combien ont-ils été payés; m) quels services ont été sous-traités à ces centres privés; n) des assurances ont-elles été fournies par les gouvernements étrangers au sujet de la sécurité des documents conservés dans ces centres; o) les représentants des pays étrangers où sont exploités ces centres d’immigration privés ont-ils le droit d’entrer dans les centres et de saisir des documents; p) quelles dispositions ont été prises pour garantir la qualité des services fournis par ces centres; q) est-ce que des Canadiens ont perdu leur emploi ou été réaffectés à cause de la sous-traitance de services d’immigration à ces entreprises privées et, si oui, combien et où; r) les contrats attribués aux centres d’immigration privés ont-ils fait l’objet d’appels d’offres et, si oui, quand, si non, pourquoi pas; s) qui a signé les contrats attribués aux entreprises privées au nom du gouvernement; t) est-ce que des entreprises canadiennes ont participé au processus d’appel d’offres et, si oui, lesquelles; u) est-ce que des entreprises canadiennes ont décroché un contrat pour offrir ces services et, si oui, lesquelles; v) le gouvernement a-t-il pris des mesures pour empêcher que ces entreprises privées n’exigent des frais supplémentaires des demandeurs de visa; w) le gouvernement a-t-il examiné les atteintes à la sécurité dont, selon les médias, VFS Global se serait rendue coupable; x) le gouvernement est-il responsable des documents privés perdus ou volés dans les locaux de cette entreprise privée et, le cas échéant, a-t-il cherché à obtenir un avis juridique sur ce contrat; y) le gouvernement a-t-il le droit de résilier le contrat en cas de perte ou de vol de documents?
