THE STANDING COMMITTEE
ON PROCEDURE AND HOUSE AFFAIRS

has the honour to present its

FIFTY-FIRST REPORT

Pursuant to Standing Order 108(3)(a)(iii), the Committee wishes to report as follows:

In the 35th Parliament, the Standing Committee on Procedure and House Affairs appointed a Sub-Committee on the Business of Supply "to undertake a comprehensive review of the Business of Supply, with particular attention to the reform of the Estimates and the processes and mechanisms by which the House and its committees may consider and dispose of them."

After considerable study and deliberation, the Sub-Committee tabled a report with the Committee in April 1997. The Committee subsequently tabled the report in the House as its Sixty-Fourth Report, but because of the pending federal general election, the Committee was not able to examine the report in detail.

Three of the members of the Sub-Committee - Marlene Catterall, John Williams, and Rey Pagtakhan - appeared before the Committee on December 8, 1998, to make presentations about the report and answer questions. The Committee wishes to acknowledge the contribution and hard work of all the members of the Sub-Committee: Marlene Catterall, its Chair, René Laurin, John Loney, Rey Pagtakhan, and John Williams.

The Committee now wishes to table this report in the House.
