MINUTES OF PROCEEDINGS

TUESDAY, JUNE 8, 1999

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:08 a.m. this day, in Room 269, West Block, the Chair, Albina Guarnieri, presiding.

Members of the Committee present: Diane Ablonczy, Bonnie Brown, Denis Coderre, Paul Crête, Libby Davies, Christiane Gagnon, John Godfrey, Albina Guarnieri, Larry McCormick, John O'Reilly and The Hon. Andy Scott.

Pursuant to Standing Order 108(2), a study on "Older Workers"

Pursuant to Standing Order 108(2), consideration of the reports of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, the Sub-Committee on the Status of Persons with Disabilities and the Sub-Committee on Child & Youth at Risk.

Bob Baldwin made an opening statement and with the other witness answered questions.

At 12:05 p.m. the sitting was suspended.

At 12:17 p.m. the sitting resumed in camera and the Committee proceeded to the consideration of its reports.

Carolyn Bennett presented the report of the Sub-Committee on the Status of Persons with Disabilities.

John Godfrey presented the report of the Sub-Committee on Children and Youth at Risk.

After debate, it was agreed:

      That the interim report of the Sub-Committee on Children and Youth at Risk be adopted as the Fifth Report of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

      That the Clerk be authorized to make such editorial and typographical changes as necessary without changing the substance of the Report.

      That the Chair be authorised to present the Report to the House.

It was agreed:

      That pursuant to Standing Order 108(1)(a), the Committee authorizes the printing of the dissenting opinion of the reform party as an appendix to this report immediately after the signature of the Chair.

After debate it was agreed:

      That pursuant to Standing Order 108(1)(a), the Committee authorizes the printing of the dissenting opinion of the Bloc québécois as an appendix to this report after the signature of the Chair; that the dissenting opinion be limited to not more than three pages; and that the dissenting opinion be delivered to the Clerk of the Committee by 5:00 p.m. June 8th, 1999.

After debate it was agreed:

      That the interim report of the Sub-Committee on the Status of Persons with Disabilities "Reflecting Interdependence: Disability, Parliament, Government and the Community" be adopted as amended as the Sixth Report of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities.

      That the Clerk be authorized to make such editorial and typographical changes as necessary without changing the substance of the Report.

      That the Chair be authorised to present the Report to the House.

      That, the Committee request that the Government table a comprehensive response within 45 days after Parliament resumes following its adjournment and/or prorogation.

It was agreed:

      That the report be made available in braille and alternative formats.

At 1:33 p.m., the Committee adjourned to the call of the Chair.
