The Standing Committee on Foreign Affairs and International Trade met in camera at
9:21 o'clock a.m., this day, in Room 308 of the West Block, the Vice-Chair, Colleen Beaumier, presiding.

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, Gurmant Grewal, Bob Mills, Benoît Sauvageau, Bob Speller, Daniel Turp.

Acting Members present: Murray Calder for Bill Graham; and Diane St-Jacques for André Bachand.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

In accordance with its mandate under Standing Order 108, the Committee proceeded to consider the Report of the Sub-Committee on Human Rights and International Development on the issue of international child abductions.

It was agreed, - That the First Report of the Sub-Committee on Human Rights and International Development be adopted as the Fourth Report of the Standing Committee on Foreign Affairs and International Trade and that the Chair of the Sub-Committee be authorized to present the report to the House.

It was agreed, - That the Committee print, in a bilingual format, 1,000 copies of its report.

It was agreed, - That pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to this report.

It was agreed, - That the Chair be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the report to the House.

It was agreed, - That the Committee invite the Minister of Foreign Affairs, the Minister for International Trade and the Minister for International Cooperation and Minister responsible for Francophonie to appear before it in relation to an examination of the Main Estimates for Foreign Affairs and International Trade, 1998-1999.

At 9:24 o'clock a.m., the Committee adjourned to the call of the Chair.
