The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:00 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Johanne Deschamps, Russ Hiebert, Wayne Marston, Scott Reid, Mario Silva and David Sweet.

 

In attendance: Library of Parliament: Melissa Radford, Analyst. House of Commons: Andrew Bartholomew Chaplin, Procedural Clerk.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee study the condition of the albino population of Tanzania and subsequently report its findings to the Standing Committee on Foreign Affairs and International Development.

 

It was agreed, — That the Subcommittee study the case of the torture and murder of Sergei Magnitsky which is a case of study of the corruption of law enforcement officials and repression of human rights defenders in Russia.

 

It was agreed, — That the Subcommittee study the treatment of sexual minorities in Uganda.

 

It was agreed, — That the Subcommittee study the situation of North Korean refugees in China, considering that the People’s Republic of China is presently involved in a campaign with the Democratic People's Republic of Korea to repatriate north korean refugees who have managed to escape into China.

 

It was agreed, — That the Subcommittee study the situation of Human Rights in China with particular regard to repression of human rights defenders and freedom of expression, as exemplified in the cases of Gao Zhisheng and Liu Xiaobo.

 

It was agreed, — That the Subcommittee study the sexual assault of women and children during peacekeeping operations, in fragile states and in situations of conflict, in particular in Afghanistan, the Democratic Republic of Congo, Haiti, and Sudan.

 

It was agreed, — That amongst all topics submitted by members of the Subcommittee, one hearing be held by topic until further notice.

 

It was agreed, — That the Library of Parliament analyst produce a summary of the evidence heard on the study of human rights in Venezuela.

 

It was agreed, — That the Subommittee invite Peter Ash on Tuesday, October 26, 2010, to speak by videoconference about the situation of persons with albinism in Tanzania.

 

It was agreed, — That the Subcommittee invite Reverend Majeed El-Shafie on Tuesday, November 30, 2010, to speak on the situation of human rights in Afghanistan.

 

At 2:03 p.m., the Subcommittee adjourned to the call of the Chair.
