The Standing Committee on the Status of Women met at 9:04 a.m. this day, in Room 209, West Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Sylvie Boucher, Patricia Davidson, Nicole Demers, Johanne Deschamps, Nina Grewal, Irene Mathyssen, Hon. Maria Minna, Hon. Anita Neville, Glen Douglas Pearson, Yasmin Ratansi and Bruce Stanton.

 

Acting Members present: James Rajotte for Inky Mark.

 

In attendance: Library of Parliament: Shahrzad Mobasher Fard, Analyst; Clara Morgan, Analyst; Karine Richer, Analyst.

 

Witnesses: Status of Women Canada: Michèle Bougie, Senior Policy and Program Analyst; Hélène Dwyer-Renaud, Senior Advisor, Gender-Based Analysis Support Services.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 21 2007, the Committee resumed its study on Gender Budgets.
 

The witnesses made statements and answered questions.

 

At 10:46 a.m., the sitting was suspended.

At 10:47 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 14, 2008, the Committee commenced its study of Aboriginal Women's Shelters.
 

Nicole Demers moved, — That, the Standing Committee on the Status of Women request the Minister for the Status of Women and the Minister for Indian Affairs to increase recurrent core funding for Aboriginal women’s shelters, as is already the case for shelters in Quebec; to put a stop to the delays in the evaluation of aboriginal women’s shelters, scheduled for March and, that the adoption of this motion be reported to the House.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 14, 2008, the Committee commenced its study of Aboriginal Women.
 

Nicole Demers moved, — That, the Standing Committee on the Status of Women request the Minister for the Status of Women to reinstate the former criteria for the Women’s Program, because many advocacy groups, including Femmes autochtones du Québec, are penalized under the new criteria; to have the criteria clarified and the government’s approach modified so that Aboriginal women’s organizations can benefit from Status of Women Canada funding and, that the adoption of this motion be reported to the House.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Nicole Demers, Johanne Deschamps, Irene Mathyssen, Maria Minna, Anita Neville, Glen Douglas Pearson — 6; NAYS: Sylvie Boucher, Patricia Davidson, Nina Grewal, Bruce Stanton — 4.
