[Recorded by Electronic Apparatus]

¿ (0935)
[English]
The Chair (Hon. Don Boudria (Glengarry—Prescott—Russell, Lib.)): Pursuant to the order of reference of Thursday, December 9, 2004, we have before us Bill C-30, An Act to amend the Parliament of Canada Act and the Salaries Act and to make consequential amendments to other Acts.
If there's any time left before 11 o'clock, I would like us to have a few minutes to consider the draft report, as amended, on the question of privilege. Anyway, we'll get there when we get there.
We have the officials before us ready with the bill. I don't expect a statement on their part. I think it was made the other day—unless there is something that needs to be added.
[Translation]
Madame Bougie, is it so?
Ms. Ginette Bougie (Director, Compensation Policy and Operations, Senior Personnel and Special Projects Secretariat, Privy Council Office): There is nothing to add.
[English]
The Chair: No. All right.
Then I will ask colleagues if they have questions of the officials before we get to the clauses, and if not, please stop at whatever clause you have a question.
Do you want me to start with clause 1?
Some hon. members: Agreed.
The Chair: All right, I will.
Please remember, if there are any amendments or questions, stop me when we're there.
(Clauses 1 to 20 inclusive agreed to on division)
(On clause 21--Bill C-23)
[Translation]
The Chair: Mr. LeBlanc.
Hon. Dominic LeBlanc (Beauséjour, Lib.): Mr. Chairman, I gave the clerk an amendment that is merely technical.
[English]
It's entirely technical. It was a typographical error; two words appeared in the bill that should not have been there. You have an amendment before you that clause 21 be amended by replacing the English version only, on line 10, page 12, with the following: “other Act and the heading before it”.
There were two words, Mr. Chairman, in the English version, at line 10. The words were “are Act”, which were simply redundant. They should have been removed.
I apologize for that. Shocking.
The Chair: All right. That being said—
Mr. Scott Reid (Lanark—Frontenac—Lennox and Addington, CPC): I'm trying to figure it out, because it doesn't look to me like an actual change is being made here, from the version of the act that I have in front of me.
The Chair: We're at line 10 on page 12. We have our clerk here, and others, and our experts, of course.
Is everybody at line 10?
Mr. Scott Reid: Oh, I see. That's right. It's right at the end.
It's the last two words that have been deleted. Is that right?
The Chair: The words that appear at the present time are “other Act and the heading before it are Act”. Obviously, there's at least one word too many there. You remove that sentence, replace it in English with “other Act and the heading before it”, and then you continue with “are repealed”.
The French one is okay.
The words “are Act” are there for nothing. All right?
¿ (0940)
Hon. Dominic LeBlanc: You're removing the two words “are Act”.
The Chair: The amendment has been moved. All those in favour of the amendment?
(Amendment agreed to)
(Clause 21 as amended agreed to on division)
(Clause 22 agreed to on division)
The Chair: Shall the title carry?
Some hon. members: Agreed.
Some hon. members: On division.
The Chair: Shall the bill as amended carry?
Some hon. members: Agreed.
Some hon. members: On division.
The Chair: Shall the chair report the bill as amended to the House?
Some hon. members: Agreed.
Some hon. members: On division.
The Chair: There's no reprint necessary for the small change.
That ends the discussion of the bill. I'd like to thank the officials. We're pleased to inform you that the bill will be reported as soon as we can be ready, probably as early as tomorrow.
Mr. Dale Johnston (Wetaskiwin, CPC): We promise not to work them so hard next time.
The Chair: We do have a number of items before us, reports and so on. Because we're considering a report, do you want to go back in camera to do so? That's the normal process. Could someone move that we go in camera?
Thank you, Ms. Longfield.
We will need about a minute or so. When our person here tells us that we can resume, we will. Please vacate the room.
Please remember, reporters and others, that the committee will consider more witnesses on electoral reform at 11 a.m. Don't think this is the end of the meeting.
[Proceedings continue in camera]
