This is the seventh meeting of the Subcommittee on Private Members' Business of the Standing Committee on Procedure and House Affairs to determine the non-votability items pursuant to Standing Order 91.1(1).

My bill, Bill C-640, will be brought forward today and I just want to make it clear I will not be participating in the discussion and I will not be voting on that bill. I just want to say that for the record. I leave it in the hands of my esteemed colleagues.
The bill amends the Corrections and Conditional Release Act to require the Correctional Service of Canada to post particulars of the statutory release of a high-profile offender on its website, to notify the victim, and to hold a community consultation on the proposed release.

The bill sets targets for reducing Canada's greenhouse gas emissions to provide the Government of Canada with the authority to regulate greenhouse gas emissions and to require the Commissioner of the Environment and Sustainable Development to submit a report to Parliament on the progress towards achieving reductions targets.

The bill enacts a new statute to regulate VIA Rail Canada's governance, operations, and obligations, and amends the Canada Transportation Act to enable a railway company to electrify the tracks of another railway company, to give priority to VIA Rail Canada trains on the track of another railway company, and to provide public passenger service performance standards.
