Government Orders

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Van Loan (Leader of the Government in the House of Commons), seconded by Mr. Blaney (Minister of Public Safety and Emergency Preparedness), moved, — That, in relation to Bill C-44, An Act to amend the Canadian Security Intelligence Service Act and other Acts, not more than one further sitting day shall be allotted to the consideration at second reading stage of the Bill; and

That, 15 minutes before the expiry of the time provided for Government Orders on the day allotted to the consideration at second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

Concurrence in Committee Reports

Pursuant to Standing Order 66(2), the House resumed consideration of the motion of Ms. Brosseau (Berthier—Maskinongé), seconded by Mr. Chicoine (Châteauguay—Saint-Constant), — That the First Report of the Standing Committee on Agriculture and Agri-Food, presented on Thursday, March 27, 2014, be concurred in. (Concurrence in Committee Reports No. 21)

Mr. Lemieux (Parliamentary Secretary to the Minister of Agriculture), seconded by Mr. Van Loan (Leader of the Government in the House of Commons), moved the following amendment, — That the motion be amended by deleting all the words after the word "That" and substituting the following:

"the First Report of the Standing Committee on Agriculture and Agri-Food, presented to the House on Thursday, March 27, 2014, be not now concurred in but that, in view of the subsequent conclusion of negotiations on the Comprehensive Economic and Trade Agreement and its final text having been published, the Report be referred back to the Standing Committee on Agriculture and Agri-Food with instruction that it amend the same so as to recommend that the Agreement represents an appropriate balance between creating opportunities for agricultural and food exporters and maintaining the system of supply management and, therefore, Canada's free trade agreement with the European Union should be implemented as negotiated.".

Mr. Ravignat (Pontiac), seconded by Mr. Caron (Rimouski-Neigette—Témiscouata—Les Basques), moved the following subamendment, — That the amendment be amended by adding after the word "negotiated" the following:

"and the Committee only report back to the House following the introduction in the House of Commons of all implementing legislation and the announcement by the government of all transitional measures, including financial compensation.".
