Recommendation

(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting pharmacare".

Mr. Holland (Minister of Health), seconded by Mr. Fraser (Minister of Housing, Infrastructure and Communities), moved, — That the bill be now read a second time and referred to the Standing Committee on Health.

Debate arose thereon.

Mr. Ellis (Cumberland—Colchester), seconded by Mr. Jeneroux (Edmonton Riverbend), moved the following amendment, — That the motion be amended by deleting all the words after the word "That" and substituting the following:

“the House decline to give second reading to Bill C-64, An Act respecting pharmacare, since the bill does nothing to address the health care crisis and will instead offer Canadians an inferior pharmacare plan that covers less, costs more, and builds up a massive new bureaucracy that Canadians can’t afford.”.
