ENVI Committee Report

In accordance with its Order of Reference of Monday, February 26, 2018, your Committee has considered Bill C-374, An Act to amend the Historic Sites and Monuments Act (composition of the Board), and agreed on Thursday, March 1, 2018, to report it with the following amendments:

Clause 1

That Bill C-374, in Clause 1, be amended by replacing line 9 on page 1 with the following:

“of up to 19 members as follows:”

That Bill C-374, in Clause 1, be amended by replacing lines 11 to 15 on page 1 with the following:

“ing out “and” at the end of paragraph (c) and by replacing paragraph (d) with the following:

(d) one representative — who may be a person referred to in any of paragraphs (a) to (c) or a person appointed under paragraph (e) — for each province or territory, to be appointed by the Governor in Council; and

(e) one representative — who may be a person referred to in any of paragraphs (a) to (c) or a person appointed under paragraph (d) — for each of the following, to be appointed by the Governor in Council:

(i) First Nations,

(ii) the Inuit, and

(iii) the Métis.”

That Bill C-374, in Clause 1, be amended by adding after line 15 on page 1 the following:

“(3) Section 4 of the Act is amended by adding the following after subsection (2):

(2.1) A person is not eligible to be appointed as a representative under paragraph (1)(d) or (e), unless that person has knowledge and experience relevant to the appointment that will assist with the business of the Board.”

Clause 3

That Bill C-374, in Clause 3, be amended by replacing lines 6 to 10 on page 2 with the following:

“(2) Members of the Board are to be paid, in accordance with Treasury Board directives, travel and living expenses incurred in connection with the business of the Board while absent from their ordinary place of residence.”

That Bill C-374, in Clause 3, be amended by replacing lines 12 to 15 on page 2 with the following:

“Board appointed by the Governor in Council are to be paid expenses fixed by the Governor in Council that are incurred for administrative assistance in connection with the business of the Board.”

Your Committee has ordered a reprint of Bill C-374, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meeting No. 97) is tabled.
